AS THE U.S. BLAMES ISIS FOR TERRORIST ATTACK AT CROCUS CITY HALL, RUSSIAN AUTHORITIES ARREST MERCENARIES TRYING TO ESCAPE TO UKRAINE

As the United States tries to pin the blame for the terrorist attack on the Crocus City Hall on the ISIS extremist group, Russian authorities arrested 11 men in relation to the event, including the four gunmen responsible for the carnage at the concert hall as they attempted to cross into Ukrainian territory.

Recently, the ISIS extremist group, which has a history of working on and off with the Intelligence agencies of the United States, and have been accused of acting as proxy for the U.S., claimed responsibility for the attack through its associated news agency Amaq on its Telegram channel.

However, in a recent address to the Russian people, newly reelected Russian President, Vladimir Putin, told the country's population that the attackers made arrangements with Ukrainian authorities to open a window for which the attackers would escape over the border into Ukraine.

According to Russian media, on the morning of March 23rd, a white Renault sedan, the same vehicle the suspects were seen escaping from the Crocus City Hall in, was seen heading towards Ukraine, about 100km (62mi) from the border.

The suspects refused to stop for local police, after which, police forces opened fire on the vehicle, overturning the sedan and wounding one of the suspects.

After pulling one of the suspects out of the vehicle, police tied the man up and attempted to interrogate him on camera.

The video, published online by local authorities, shows the suspect being interrogated on his knees, shaking and barely able to answer the authorities questions.

During the short interrogation, the suspect tells Russian authorities that he received the task of the terrorist attack after following a "preacher" on Telegram. At some point, the "preacher's assistant" assigned him the attack on Crocus, offering him half a million rubles to shoot up the concert hall, even paying half the sum before hand.

“I listened to the preacher... His assistant wrote to me... about a month ago,” the detainee said.

He goes on say to Russian authorities that after a conversation with the "preacher's assistant," he received the task of "killing people."

Russian news outlet Ria Novosti described the information extracted from the suspect as follows:

"After some time, he admits that through an Internet resource where he listened to sermons, recruiters contacted him and offered to commit mass murder for 500 thousand rubles. Half was transferred in advance to the card, the rest was promised after completing the task. They also provided weapons. Who exactly it was is still unknown. According to the terrorist, he flew to Russia from Turkey on March 4."

Meanwhile, another suspect said that he met a man named "Abdullah" on Telegram, after which he was offered a job.

"We went to Dmitrovskoe Highway and bought a car from the relatives of a new friend. We are probably talking about the same Renault vehicle," the suspect is quoted as saying.

The suspects have since been taken for questioning by the Investigative Committee.

According to the Russian intelligence services, known as the FSB, the suspects have contacts in Ukraine and intended to cross the border where the Ukrainian authorities had opened a window for the attackers to escape into the warring country.

The FSB says the attack was carefully planned, with a cache of weapons that were hidden for the attackers to use.

Russian authorities have since detained a total of 11 suspects, four of whom have been shot by Russian forces.

According to some Russian reports, at least some of the attackers were natives of Tajikistan, however the authorities have not confirmed this information and asked that journalists "refrain from disseminating unverified and unreliable information."

The death toll in the Crocus City Hall terrorist attack rose today to 137 people killed, while another 180 were injured in the attack.

Turnout in the Russian Presidential elections was relatively high at 77.44%, with President Putin taking 87.28% of the vote, while in second place, Nikolai Kharitonov of the Communist Party of the Russian Federation taking 4.31% of the vote, Vladislav Davankov of the New People Party taking 3.85% and Leonid Slutsky of the LDPR Party taking 3.2% of votes.

To win in Russian Presidential elections, a candidate must receive at least 50% of the popular vote.

More than 8 million Russian voters took advantage of remote electronic voting procedures, while another 2.6 million participated in early voting.

RUSSIAN FORCES SIEZE THE CITY OF AVDIIVKA IN DPR AFTER UKRAINIAN WITHDRAWAL

Russian Forces have seized the city of Avdiivka, in the South Donetsk direction, in the eastern Donbas region of Ukraine, after Ukrainian troops fled their positions in a messy withdrawal from the city.

The city of Avdiivka is located just northwest of the Russian held city of Donetsk, Capital of the Donetsk People's Republic, one of four new regions that voted to join the Russian Federation in September 2022 in a widely criticized referendum that, nonetheless, was recognized by the Russian legislature and ensconced into Russian law.

After months of fierce battles which saw a long period of slow, grinding and halting gains by Russian forces, followed by sudden rapid advances after a recent collapse in Ukrainian manpower following two years of steep losses and a failed summer offensive. And with the United States failing to provide artillery shells and ammunition at the same rate it has for the last two years, the defensive lines of the Armed Forces of Ukraine finally collapsed in Avdiivka.

A day prior to the final order of withdrawal coming down from Ukraine's newly minted Commander of the Armed Forces of Ukraine, General Alexsandr Syrsky, Ukrainian troops began fleeing their positions "uncontrollably" as Russian forces made lightning gains and Russian artillery pummeled the retreating units, which were said to be withdrawing in small groups of 10-20 soldiers in a haphazard fashion.

Speaking about the situation in a statement, Ministry of Defense spokesperson, Igor Konashenkov, said, “The order of the commander-in-chief of the Ukrainian Armed Forces, Syrsky, to abandon the city was issued only a day after the uncontrolled flight of Ukrainian troops from Avdiivka began."

Soon after General Syrsky gave the order for a full withdrawal, Ukrainian President Volodymyr Zelensky told reporters the withdrawal had become necessary because of a lack of sufficient assistance from the West, causing the AFU to suffer from, what he called an "artificial" critical shortage of ammunition.

Speaking at the Munich Security Conference yesterday, Zelensky said in his speech that "Keeping Ukraine in the artificial deficits of weapons, particularly in a deficit of artillery and long-range capabilities, allows (Russian President Vladimir) Putin to adapt to the current intensity of the war," and claimed the sudden collapse of defenses in Avdiivka was actually a withdrawal who's aim it was to "save our soldiers lives."

Meanwhile, according to Konashenkov, "measures are being taken to finally clear the city of militants and block the Ukrainian units that have left the city and settled at the Avdeevka coking plant."

Konashenkov also added that the liberation of Avdiivka made it possible to move the frontline away from the city of Donetsk, where Ukrainian forces regularly fire HIMARS, artillery shells, and cluster munitions into the commercial and residential center of the city, targeting civilians with a punishing regularity that can now, possibly and thankfully, come to an end.

Avdiivka, as a northern suburb of Donetsk City, has been involved in the fighting since it began in 2014, and has been held by Ukrainian forces for the entirety of that time, with the AFU using the city as a staging ground the for strikes on Donetsk and other parts of the southern Donbas region.

On Saturday, Russian Defense Minister Sergei Shoigu reported to the Supreme Commander-in-Chief of the Russian Armed Forces, President Vladimir Putin, "the complete seizure" of the city of Avdiivka in the DPR.

According to Shoigu, Avdiivka represented "a powerful defensive stronghold of the Ukrainian Armed Forces" which has now been taken control over by the Tsentr Group of Forces under the command of General Andrey Mordvichev.

The Russian Defense Minister said Russian forces had taken control over "an area of 31.75 square kilometers" which has been "liberated from Ukrainian nationalists."

In his statement, Shoigu said the losses for the AFU over the previous 24-hours in the Avdiivka direction amounted to more than 1'500 soldiers, and that under continuous Russian fire damage, AFU soldiers mostly managed to leave Avdiivka rapidly, however they did so leaving Western weapons and hardware behind.

Shoigu reiterated that cleanup operations continue near the Avdiivsky coke plant, with Russian forces now attempting to block them in, while units with the Tsentr Group of Forces continue offensive operations to "further liberate the Donetsk People's Republic from Ukrainian nationalists."

RUSSIAN PRESIDENT ANNOUNCES THE FINAL STAGES OF 6-YEAR SOCIAL-ECONOMIC PLAN FOR THE RUSSIAN FEDERATION

At a meeting on economic issues, Russian President Vladimir Putin announced the final stages of a previously established 6-year social-economic plan for the Russian Federation.

“We are now entering the final stage of work on a socio-economic action plan for the next six years, including key areas such as supporting investment, ensuring technological sovereignty, updating and building infrastructure, comprehensive development of human settlements and much more,” the Russian President said.

The Russian President also called for the creation and modernization of production, with the hope of creating new, well-paying jobs for all Russian citizens and further noted the main priority of his government is the increase of incomes and quality of life for Russian families across the country.

Speaking about the stubborn inflation in the economy, President Putin noted that inflation for the last year was 7.2%, pointing to a slight decrease from the previous year, which had an inflation rate of 7.4%, giving credit for the decrease to the actions of the government and central bank.

President Putin emphasized Russia's growth rate, which held at 3.6% for 2023, while pointing to the growth rate for the developed Western economies, which averaged just 1.5%.

Industrial production in the Russian Federation is also up, with a growth rate of 3.5% in 2023, while manufacturing is up 7.5% for the same period.

Putin also pointed out that Russian economic activity began the year at a high level, emphasizing that the situation is developing along the expectations of the government and economic experts.

DAVYD ARAKHAMIA CONFIRMS RUSSIAN PRESIDENT'S CLAIM THAT BORIS JOHNSON ENDED DEAL BETWEEN RUSSIA AND UKRAINE

Davyd Arakhamia, a leader in Zelensky's Servant of the People's Party in Ukraine, confirmed in an interview with Ukrainian media that the narrative that Russian President Vladimir Putin has been consistently pushing is in fact correct.

Arakhamia said in the interview that a deal had been worked out between the Ukrainian leadership and the Russian authorities in April of 2022, shortly after the start of Russia's Special Military Operation.

That deal, which called for a neutral Ukraine, had been accepted by Kiev, and the Ukrainian leadership had begun reviewing the details of the agreement when U.K. Prime Minister Boris Johnson rushed to Kiev to order the Ukrainians not to sign onto the deal with the Russians, but instead to fight them in a war, confident that the West could provide enough training and weapons to defeat the Russian Federation on a modern battlefield.

That story has been repeatedly told by the Russian President to the media, as have other Russian officials, but until now, Western leaders like Joe Biden, Boris Johnson and Rishi Sunak denied the claim, calling it "Russian propaganda".

Now, Davyd Arakhamia has accepted this version of events, confirming for the media the arrival of Boris Johnson to Ukraine, telling the reporter, "they [the Russians] were ready to end the war."

"If we accepted neutrality, like Finland once did, and we would make a commitment that we will not join NATO," Arakhamia said, adding that "when we returned from Instanbul, Boris Johnson came to Kiev and said that we will not sign anything with them at all and let's just go to war. As soon as we call them to sit down and negotiate, they [the Russians] will form a delegation the next day waiting for us."

This not only confirms the Russian President's version of events, it also confirms the West's commitment to war, and its commitment to damaging the Russian military and economy through any of the most destructive means possible.

RUSSIAN PRESIDENT VLADIMIR PUTIN RESPONDS TO UKRAINIAN STRIKES ON BOLGOROD AND DONETSK CITY

Russian President Vladimir Putin responded to Ukraine's New Year's Day strikes targeting Donetsk City while visiting the Vishnevsky Military hospital and speaking with soldiers wounded in the Special Military Operation in Ukraine.

While making rounds speaking with soldiers and answering questions from reporters, President Putin broached the topic of Ukraine's recent missile strikes targeting the city center of Bolgorod and then again in Donetsk City overnight on New Year's Day.

“What just happened in Belgorod is, of course, a terrorist act. Why? Because, under the cover of two Vilkha missiles they fired from multiple launch rocket systems, right in the center of the city, where people are walking in front of for the New year," President Putin said.

“Should we respond in this way? Of course, we can hit squares in Kiev or any other city. There are children walking, mothers with strollers. I understand, everything is boiling inside me."

Pointing to the terrorist nature of the attack, Putin added, "I want to ask you: Do we need to do such things? Hit city-center squares?"

President Putin, emphasizing that Russian Forces focus on military targets rather than civilian ones, added, “And that’s what we do. We strike with high-precision weapons at places where [military] decisions are made, at places where military personnel, mercenaries gather, at other centers of this kind, at military facilities, first of all. And they are quite sensitive, these strikes."

Putin added that in launching these terroristic strikes aimed at civilians, the Kiev regime is trying to intimidate Moscow, and induce fear and uncertainty in the Russian population.

“We, for our part, will increase the strikes that I mentioned. Not a single crime of this kind - and this is, of course, a crime against the civilian population - will go unpunished, one hundred percent, there can be no doubt,” Putin assured.

Pointing to Western assistance to Ukraine, Putin added "The point is not that they help our enemy, but they are our enemy. They solve their own problems with [Ukrainian] hands, that’s what it’s all about."

Putin emphasized that ordinary Ukrainians were not their enemies, but that the collective West wants to destroy Russian sovereignty and to inflict a strategic defeat on the Russian Federation, and pointed out that Western elites have wanted to split the Federation into five parts for many years.

“That’s why they nurtured the so-called Kiev regime for quite a long time. It was precisely in order to create this conflict. Unfortunately for us, they achieved this, they created this conflict and are trying to solve their problem with the help of Ukrainians, namely the task of fighting Russia," the Russian Commander-in-Chief said.

Though, according to President Putin, the situation on the ground is gradually improving, with the enemy slowly losing ground, and pointed to the ammunition shortage the Ukrainian Armed Forces are suffering from at the moment, with Ukrainian Forces firing more munitions than the collective West can produce.

“And we are increasing and will continue to increase [production], and in multiples. They were supplied with more than 400 tanks - 450 or whatever it is - and in a year we will produce and overhaul 1,600. This is not a state secret, in fact, there will probably be more," the Russian President said.

"And this is true for almost every position. Therefore, despite the fact that from time immemorial they have set such a task, - to [destroy] Russia, we ourselves will [destroy] them faster, it seems."

President Putin also spoke about the importance of the consolidation of Russian society, and fulfilling the task set for the Russian Armed Forces. He mentioned the changing rhetoric of the West as evidence of the progress of Russian goals, pointing to Western leaders who are already talking about how to quickly end the conflict. However, President Putin emphasized that the Special Military Operation would only end on Russia's own terms.

Speaking of the progress by Russian Forces, Vladimir Putin stated, “Firstly, we have weapons that no army in the world has. And secondly, the ability to use everything that [is produced]. Thirdly, what [is produced, is produced] quickly enough.”

The Russian Head-of-State also discussed the situation with regards to military production and supply-lines, saying that the effectiveness of the armed struggle is determined by how quickly an army can isolate what it needs at any given moment and respond to it from a production point-of-view, implementing plans as quickly as possible during combat operations.

“We are doing this better and better, and probably better than anywhere else. And this is a very huge advantage that our armed forces have,” Putin added and recalled that although he wouldn't give themselves the highest evaluation, he assesses the progress of the SMO as "satisfactory".

🔻The Russian President highlighted the Russian economy, pointing to the different elements that make up economic strength: the first element is the unity of the Russian society; the second element is the stability of the economic system, in this regard, Russia has accumulated a sufficient margin of safety and stability; the third element is the growing capacity of the army and security agencies.

🔻main indicators of economic growth are stable; GPD is expected to grow 3.5% by end of year, compared with last year's -2.1%. Putin said returning to 3.5% would mean making up those losses and gaining on top of them.

🔻 Inflation has persisted and is expected to reach between 7.5-8%, with the Central Bank taking necessary measures to lower the baseline inflation rate.

🔻Industrial output increases steadily at 3.6%, while Manufacturing output has grown by 7.5% year-on-year.

🔻Investment in fixed capital has risen by 10%, indicating sustainable growth in the medium term. Investors provide capital, production expands, and new jobs are being created.

🔻Businesses have added 24% in profits, with banks earning over 3 million rubles by the end of year, which is good news for people who invest in Russian banks.

🔻Real wages, after inflation is accounted for, will grow at 8%. Though this will not be true for everyone, but on average across the Federation, this is true; while real disposable income is also increasing to around 5%.

🔻 The Unemployment rate has recently hit historic lows of 3%, and has now reached 2.9%.

🔻 The minimum wage will increase by about 18%, beginning January 1st.

🔻Foreign Debt is decreasing, indicating macro-economic stability; government debt has reduced from US$46 Billion, to US$32 Billion. While Private debt has decreased from US$337 Billion to US$297 Billion. Repayment is proceeding at a steady pace, often ahead of schedule.

🔻Considerable growth in Russian life expectancy from 70.06 in 2021, to 72.73 in 2022, and is expected to reach 74 in 2023.

In a long sit down with the International press, Russian President Vladimir Putin answered questions from the media, including about his recent announcement of his intention to run for reelection.

Asked about his intentions and his plans for another term, Putin said, "I have spoken about this many times, but it would not hurt to say it once again."

"For a country like Russia, existence, mere existence, is impossible without sovereignty. Without sovereignty, Russia would cease to exist, at least in the form it exists today and has existed for a thousand years."

Therefore, Putin said, the main objective is to "strengthen sovereignty."

However, this is a broad concept, Putin pointed out, "For example, strengthening sovereignty on the international stage involves enhancing our defence capability and security on the external contour."

"It also includes strengthening social sovereignty, which means providing safeguards for the rights and freedoms of our citizens, as well as developing our political and parliamentary systems. And lastly, it includes economic security and sovereignty, as well as technological sovereignty."

Putin continued, "I think that right now... there is no need to be specific about all these vectors and avenues, but I am certain that people in this audience and across the country understand perfectly well that Russia would not survive without this."

"Just like any other country, Russia must assert its financial, economic, and technological sovereignty in order to have a future."

"These are the main vectors from a conceptual standpoint," Putin added.

Current Russian Federation President, Vladimir Putin has announced his intention to run in the Presidential elections of 2024.

The Russian President announced his intention to run during a conversation at the Heroes of Russia Award Ceremony, towards the end of the ceremony.

At a meeting last Thursday, the Federation Council adopted a resolution calling elections for the President of the Russian Federation.

According to the decision of the Central Election Commission of the Russian Federation, the presidential elections in Russia will be held over three days - from March 15 to 17, 2024.

"I would like to emphasize that without a sovereign, strong Russia, no lasting, stable world order is possible," Russian President Vladimir Putin told the audience.

"It is our country specifically that is at the forefront of creating a more equitable world order," Putin said.

"As has happened more than once in history, it has fallen to our country today, to the Russian World, to block the path of those who claim world domination and 'exceptionalism.' We are fighting for the freedom of not only Russia, but the entire world."

"Today, Russophobia and other forms of racism and neo-Nazism have become practically the official ideology of Western ruling elites," Putin said.

"They are directed not only against ethnic Russians, but also against all the peoples of Russia - Tatars, Chechens, Avars, Tuvinians, Bashkirs, Buryats, Yakuts, Ossetians, Jews, the Ingush, the Mari, and the Altai people."

"There are many of us, I won't name everyone now, but I will repeat that this is directed against all the peoples of Russia," Putin said.

"The West, in principle, does not need such a large and multinational country as Russia. Our diversity and unity of cultures, traditions, languages and ethnic groups simply does not fit the logic of Western racists and colonialists, their cruel system of total depersonalization, dissociation, suppression and exploitation."

"It is for this reason that they've started playing their old tune about Russia being a 'prison of nations,' about Russians themselves being a slavish nation. We have heard this many times over the centuries," he said.

Putin also stressed that Russia's adversaries have often used political chaos to sew discord, in order to "dismember and plunder Russia, if not by force, then through chaos."

"We have become stronger. Our historic regions have returned to Russia. Society is abandoning the superficial and turning to its true, authentic values," Putin suggested.

Putin, emphasizing sovereignty once more, called it a "precondition" for true freedom for the people of Russia "Because in our tradition, a person cannot feel free if his loved ones, children and homeland are not free. And it is precisely this true freedom that our boys, men, soldiers officers and daughters of the fatherland are now defending. A free people who understand their responsibility for today and for future generations."

Putin called this struggle for future generations a struggle for "national liberation" and is defending "the safety and well-being of our people, the highest historical right to be Russia - a strong, independent power, a nation civilization."

President of the Russian Federation Vladimir Putin: Participants in the plenary session, colleagues, ladies and gentlemen,

I am glad to welcome you all in Sochi at the anniversary meeting of the Valdai International Discussion Club. The moderator has already mentioned that this is the 20th annual meeting.

In keeping with its traditions, our, or should I say your forum, has brought together political leaders and researchers, experts and civil society activists from many countries around the world, once again reaffirming its high status as a relevant intellectual platform. The Valdai discussions invariably reflect the most important global political processes in the 21st century in their entirety and complexity. I am certain that this will also be the case today, as it probably was in the preceding days when you debated with each other. It will also stay this way moving forward because our objective is basically to build a new world. And it is at these decisive stages that you, my colleagues, have an extremely important role to play and bear special responsibility as intellectuals.

Over the years of the club’s work, both Russia and the world have seen drastic, and even dramatic, colossal changes. Twenty years is not a long period by historical standards, but during eras when the entire world order is crumbling, time seems to shrink.

I think you will agree that more events have taken place in the past 20 years than over decades in some historical periods before, and it was major changes that dictated the fundamental transformation of the very principles of international relations.

In the early 21st century, everybody hoped that states and peoples had learned the lessons of the expensive and destructive military and ideological confrontations of the previous century, saw their harmfulness and the fragility and interconnectedness of our planet, and understood that the global problems of humanity call for joint action and the search for collective solutions, while egotism, arrogance and disregard for real challenges would inevitably lead to a dead-end, just like the attempts by more powerful countries to force their opinions and interests onto everyone else. This should have become obvious to everyone. It should have, but it has not. It has not.

When we met for the first time at the club’s meeting nearly 20 years ago, our country was entering a new stage in its development. Russia was emerging from an extremely difficult period of convalescence after the Soviet Union’s dissolution. We launched the process of building a new and what we saw as a more just world order energetically and with good will. It is a boon that our country can make a huge contribution because we have things to offer to our friends, partners and the world as a whole.

Regrettably, our interest in constructive interaction was misunderstood, was seen as obedience, as an agreement that the new world order would be created by those who declared themselves the winners in the Cold War. It was seen as an admission that Russia was ready to follow in others’ wake and not to be guided by our own national interests but by somebody else’s interests.

Over these years, we warned more than once that this approach would not only lead to a dead-end but that it was fraught with the increasing threat of a military conflict. But nobody listened to us or wanted to listen to us. The arrogance of our so-called partners in the West went through the roof. This is the only way I can put it.

The United States and its satellites have taken a steady course towards hegemony in military affairs, politics, the economy, culture and even morals and values. Since the very beginning, it has been clear to us that attempts to establish a monopoly were doomed to fail. The world is too complicated and diverse to be subjected to one system, even if it is backed by the enormous power of the West accumulated over centuries of its colonial policy. Your colleagues as well – many of them are absent today, but they do not deny that to a significant degree, the prosperity of the West has been achieved by robbing colonies for several centuries. This is a fact. Essentially, this level of development has been achieved by robbing the entire planet.

The history of the West is essentially the chronicle of endless expansion. Western influence in the world is an immense military and financial pyramid scheme that constantly needs more “fuel” to support itself, with natural, technological and human resources that belong to others. This is why the West simply cannot and is not going to stop. Our arguments, reasoning, calls for common sense or proposals have simply been ignored.

I have said this publicly to both our allies and partners. There was a moment when I simply suggested: perhaps we should also join NATO? But no, NATO does not need a country like ours. No. I want to know, what else do they need? We thought we became part of the crowd, got a foot in the door. What else were we supposed to do? There was no more ideological confrontation. What was the problem? I guess the problem was their geopolitical interests and arrogance towards others. Their self-aggrandisement was and is the problem.

We are compelled to respond to ever-increasing military and political pressure. I have said many times that it was not us who started the so-called “war in Ukraine.” On the contrary, we are trying to end it. It was not us who orchestrated a coup in Kiev in 2014 – a bloody and anti-constitutional coup. When [similar events] happen in other places, we immediately hear all the international media – mainly those subordinate to the Anglo-Saxon world, of course – this is unacceptable, this is impossible, this is anti-democratic. But the coup in Kiev was acceptable. They even cited the amount of money spent on this coup. Anything was suddenly acceptable.

At that time, Russia tried its best to support the people of Crimea and Sevastopol. We did not try to overthrow the government or intimidate the people in Crimea and Sevastopol, threatening them with ethnic cleansing in the Nazi spirit. It was not us who tried to force Donbass to obey by shelling and bombing. We did not threaten to kill anyone who wanted to speak their native language. Look, everyone here is an informed and educated person. It might be possible – excuse my ‘mauvais ton’ – to brainwash millions of people who perceive reality through the media. But you must know what was really going on: they have been bombing the place for nine years, shooting and using tanks. That was a war, a real war unleashed against Donbass. And no one counted the dead children in Donbass. No one cried for the dead in other countries, especially in the West.

This war, the one that the regime sitting in Kiev started with the vigorous and direct support from the West, has been going on for more than nine years, and Russia’s special military operation is aimed at stopping it. And it reminds us that unilateral steps, no matter who takes them, will inevitably prompt retaliation. As we know, every action has an equal opposite reaction. That is what any responsible state, every sovereign, independent and self-respecting country does.

Everyone realises that in an international system where arbitrariness reigns, where all decision-making is up to those who think they are exceptional, sinless and right, any country can be attacked simply because it is disliked by a hegemon, who has lost any sense of proportion – and I would add, any sense of reality.

Unfortunately, we have to admit that our counterparties in the West have lost their sense of reality and have crossed every line. They really should not have done this.

The Ukraine crisis is not a territorial conflict, and I want to make that clear. Russia is the world’s largest country in terms of land area, and we have no interest in conquering additional territory. We still have much to do to properly develop Siberia, Eastern Siberia, and the Russian Far East. This is not a territorial conflict and not an attempt to establish regional geopolitical balance. The issue is much broader and more fundamental and is about the principles underlying the new international order.

Lasting peace will only be possible when everyone feels safe and secure, understands that their opinions are respected, and that there is a balance in the world where no one can unilaterally force or compel others to live or behave as a hegemon pleases even when it contradicts the sovereignty, genuine interests, traditions, or customs of peoples and countries. In such an arrangement, the very concept of sovereignty is simply denied and, sorry, is thrown in the garbage.

Clearly, commitment to bloc-based approaches and the push to drive the world into a situation of ongoing “us versus them” confrontation is a bad legacy of the 20th century. It is a product of Western political culture, at least of its most aggressive manifestations. To reiterate, the West – at least a certain part of the West, the elite – always need an enemy. They need an enemy to justify the need for military action and expansion. But they also need an enemy to maintain internal control within a certain system of this very hegemon and within blocs like NATO or other military-political blocs. There must be an enemy so everyone can rally around the “leader.”

The way other states run their lives is none of our business. However, we see how the ruling elite in many of them are forcing societies to accept norms and rules that the people – or at least a significant number of people and even the majority in some countries – are unwilling to embrace. But they are still urged to do so, with the authorities continually inventing justifications for their actions, attributing growing internal problems to external causes, and fabricating or exaggerating non-existent threats.

Russia is a favourite subject for these politickers. We have grown used to this over the course of history, of course. But they try to portray those who are not willing to blindly follow these Western elite groups as enemies. They have used this approach with various countries, including the People’s Republic of China, and they tried to do this to India in certain situations. They are flirting with it now, as we can see very clearly. We are aware of and see the scenarios they are using in Asia. I would like to say that the Indian leadership is independent and strongly nationally oriented. I think these attempts are pointless, yet they continue with them. They try to portray the Arab world as an enemy; they do it selectively and try to act accurately, but this is what it comes down to. They even try to present Muslims as a hostile environment, and so on and so forth. In fact, anyone who acts independently and in its own interests is immediately seen by the Western elite as a hindrance that must be removed.

Artificial geopolitical associations are being forced onto the world, and restricted-access blocs are being created. We see this happening in Europe, where an aggressive policy of NATO expansion has been pursued for decades, in the Asia-Pacific region and in South Asia, where they are trying to destroy an open and inclusive cooperation architecture. A bloc-based approach, if we call a spade a spade, limits individual states’ rights and restricts their freedom to develop along their own path, attempting to drive them into a “cage” of obligations. In a way, this obviously amounts to the dispossession of part of their sovereignty, often followed by the enforcement of their own solutions not only in the area of security but also in other areas, primarily the economy, which is happening now in relations between the United States and Europe. There is no need to explain this now. If necessary, we can talk about it in detail during the discussion after my opening remarks.

To attain these goals, they try to replace international law with a “rules-based order,” whatever that means. It is not clear what rules these are and who invented them. It is just rubbish, but they are trying to plant this idea in the minds of millions of people. “You must live according to the rules.” What rules?

And actually, if I may, our Western “colleagues,” especially those from the United States, don’t just arbitrarily set these rules, they teach others how to follow them, and how others should behave overall. All of this is done and expressed in a blatantly ill-mannered and pushy way. This is another manifestation of colonial mentality. All the time we hear, “you must,” “you are obligated,” “we are seriously warning you.”

Who are you to do that? What right do you have to warn others? This is just amazing. Maybe those who say all this should get rid of their arrogance and stop behaving in such a way towards the global community that perfectly knows its objectives and interests, and should drop this colonial-era thinking? I want to tell them sometimes: wake up, this era has long gone and will never return.

I will say more: for centuries, such behavior led to the replication of one thing – big wars, with various ideological and quasi-moral justifications invented to justify these wars. Today this is especially dangerous. As you know, humankind has the means to easily destroy the whole planet, and ongoing mind manipulation, unbelievable in terms of scale, leads to losing a sense of reality. Clearly, a way out should be sought from this vicious circle. As I understand it, friends and colleagues, this is why you come here to address these vital issues at the Valdai Club venue.

In Russia’s Foreign Policy Concept, our country is characterised as an original civilisation-state. This wording clearly and concisely reflects how we understand not only our own development, but also the main principles of international order, which we hope will prevail.

From our perspective, civilisation is a multifaceted concept subject to various interpretations. There was once an outwardly colonial interpretation whereby there was a “civilised world” serving as a model for the rest, and everyone was supposed to conform to those standards. Those who disagreed were to be coerced into this “civilisation” by the truncheon of the “enlightened” master. These times, as I said, are now in the past, and our understanding of civilisation is quite different.

First, there are many civilisations, and none is superior or inferior to another. They are equal since each civilisation represents a unique expression of its own culture, traditions, and the aspirations of its people. For instance, in my case, it embodies the aspirations of my people, of which I am fortunate to be a part.

Outstanding thinkers from around the world who endorse the concept of a civilisation-based approach have engaged in profound contemplation of the meaning of “civilisation” as a concept. It is a complex phenomenon comprised of many components. Without delving too deeply into philosophy, which may not be appropriate here, let’s try to describe it pragmatically as it applies to current developments.

The essential characteristics of a civilisation-state encompass diversity and self-sufficiency, which, I believe, are two key components. Today’s world rejects uniformity, and each state and society strives to develop its own path of development which is rooted in culture and traditions, and is steeped in geography and historical experiences, both ancient and modern, as well as the values held by its people. This is an intricate synthesis that gives rise to a distinct civilisational community. Its strength and progress depend on its diversity and multifaceted nature.

Russia has been shaped over centuries as a nation of diverse cultures, religions, and ethnicities. The Russian civilisation cannot be reduced to a single common denominator, but it cannot be divided, either, because it thrives as a single spiritually and culturally rich entity. Maintaining the cohesive unity of such a nation is a formidable challenge.

We have faced severe challenges throughout the centuries; we have always pulled through, sometimes at great cost, but each time we learned our lessons for the future, strengthening our national unity and the integrity of the Russian state.

This experience we have gained is truly invaluable today. The world is becoming increasingly diverse, and its complex processes can no longer be handled with simple governance methods, painting everyone with the same brush, as we say, which is something certain states are still trying to do.

There is something important to add to this. A truly effective and strong state system cannot be imposed from the outside. It grows naturally from the civilisational roots of countries and peoples, and in this regard, Russia is an example of how it really happens in life, in practice.

Relying on your civilisation is a necessary condition for success in the modern world, unfortunately a disorderly and dangerous world that has lost its bearings. More and more states are coming to this conclusion, becoming aware of their own interests and needs, opportunities and limitations, their own identity and degree of interconnectedness with the world around them.

I am confident that humanity is not moving towards fragmentation into rivaling segments, a new confrontation of blocs, whatever their motives, or a soulless universalism of a new globalisation. On the contrary, the world is on its way to a synergy of civilisation-states, large spaces, communities identifying as such.

At the same time, civilisation is not a universal construct, one for all – there is no such thing. Each civilisation is different, each is culturally self-sufficient, drawing on its own history and traditions for ideological principles and values. Respecting oneself naturally comes from respecting others, but it also implies respect from others. That is why a civilisation does not impose anything on anyone, but does not allow anything to be imposed on itself either. If everyone lives by this rule, we can live in harmonious coexistence and in creative interaction between everyone in international relations.

Of course, protecting your civilisational choice is a huge responsibility. It’s a response to external infringements, the development of close and constructive relationships with other civilisations and, most importantly, the maintenance of internal stability and harmony. All of us can see that today the international environment is, regrettably, unstable and quite aggressive, as I pointed out.

Here is one more essential thing: nobody should betray their civilisation. This is the path towards universal chaos; it is unnatural and, I would say, disgusting. For our part, we have always tried and continue to try to offer solutions that consider the interests of all sides. But our counterparts in the West seem to have forgotten the notions of reasonable self-restraint, compromise and a willingness to make concessions in the name of attaining a result that will suit all sides. No, they are literally fixated on only one goal: to push through their interests, here and now, and do it at any cost. If this is their choice, we will see what comes of it.

It sounds like a paradox, but the situation could change tomorrow, which is a problem. For example, regular elections can lead to changes on the domestic political stage. Today a country can insist on doing something at any cost, but its domestic political situation could change tomorrow, and they will start pushing through a different and sometimes even the opposite idea.

A standout example is Iran’s nuclear programme. A US administration pushed through a solution, but the succeeding administration turned the matter the other way around. How can one work in these conditions? What are the guidelines? What can we rely on? Where are the guarantees? Are these the “rules” they are telling us about? This is nonsense and absurd.

Why is this happening, and why does everybody seem comfortable with it? The answer is that strategic thinking has been replaced with the short-term mercenary interests of not even countries or nations, but the succeeding groups of influence. This explains the unbelievable, if judged in Cold War terms, irresponsibility of the political elite groups, which have shed all fear and shame and think of themselves as guiltless.

The civilisational approach confronts these trends because it is based on the fundamental, long-term interests of states and peoples, interests that are dictated not by the current ideological situation, but by the entire historical experience and legacy of the past, on which the idea of a harmonious future rests.

If everyone were guided by this, there would be far fewer conflicts in the world, I believe, and the approaches to resolving them would become much more rational, because all civilisations would respect each other, as I said, and would not try to change anyone based on their own notions.

Friends, I read with interest the report prepared by the Valdai Club for today’s meeting. It says that everyone is currently striving to understand and imagine a vision of the future. This is natural and understandable, especially for intellectual circles. In an era of radical change, when the world we’re used to is crumbling, it is very important to understand where we are heading and where we want to be. And, of course, the future is being created now, not only before our eyes, but by our own hands.

Naturally, when such massive, extremely complex processes are underway, it is hard or even impossible to predict the result. Regardless of what we do, life will make adjustments. But, at any rate, we need to realise what we are striving for, what we want to achieve. In Russia, there is such an understanding.

First. We want to live in an open, interconnected world, where no one will ever try to put artificial barriers in the way of people’s communication, their creative fulfilment and prosperity. We need to strive to create an obstacle-free environment.

Second. We want the world’s diversity to be preserved and serve as the foundation for universal development. It should be prohibited to impose on any country or people how they should live and how they should feel. Only true cultural and civilisational diversity will ensure peoples’ wellbeing and a balance of interests.

Third, Russia stands for maximum representation. No one has the right or ability to rule the world for others and on behalf of others. The world of the future is a world of collective decisions made at the levels where they are most effective, and by those who are truly capable of making a significant contribution to resolving a specific problem. It is not that one person decides for everyone, and not even everyone decides everything, but those who are directly affected by this or that issue must agree on what to do and how to do it.

Fourth, Russia stands for universal security and lasting peace built on respect for the interests of everyone: from large countries to small ones. The main thing is to free international relations from the bloc approach and the legacy of the colonial era and the Cold War. We have been saying for decades that security is indivisible, and that it is impossible to ensure the security of some at the expense of the security of others. Indeed, harmony in this area can be achieved. You just need to put aside haughtiness and arrogance and stop looking at others as second-class partners or outcasts or savages.

Fifth, we stand for justice for all. The era of exploitation, as I said twice, is in the past. Countries and peoples are clearly aware of their interests and capabilities and are ready to rely on themselves; and this increases their strength. Everyone should be given access to the benefits of today’s world, and attempts to limit it for any country or people should be considered an act of aggression.

Sixth, we stand for equality, for the diverse potential of all countries. This is a completely objective factor. But no less objective is the fact that no one is ready to take orders anymore or make their interests and needs dependent on anyone, above all on the rich and more powerful.

This is not just the natural state of the international community, but the quintessence of all of humankind’s historical experience.

These are the principles that we would like to follow and that we invite all of our friends and colleagues to join.

Russia was, is and will be one of the foundations of this new world system, ready for constructive interaction with everyone who strives for peace and prosperity, but ready for tough opposition against those who profess the principles of dictatorship and violence. We believe that pragmatism and common sense will prevail, and a multipolar world will be established.

In conclusion, I would like to thank the forum’s organisers for your fundamental and qualified preparations, as always, as well as thank everyone at this anniversary meeting for your attention.

September 30th, 2023:

I congratulate you on the occasion of the Day of Reunification of the Donetsk and Lugansk people’s republics, and the Zaporozhye and Kherson regions with Russia.

A year ago, on September 30, a defining and truly historic event took place when agreements were signed to incorporate four new constituent entities into the Russian Federation. Millions of residents of Donbass and the Kherson and Zaporozhye regions made their choice to be with their Fatherland.

This conscious, long-awaited, hard-won and genuinely popular decision was made collectively through referendums in full compliance with international norms. People showed courage and integrity in the face of attempts to intimidate and deprive them of their right to determine their own future, their destiny, and to take away something every person values, namely, culture, traditions, and mother tongue, in a word, everything that was loathed by nationalists and their Western patrons who orchestrated a coup in Kiev in 2014 and then unleashed a full-scale civil war and terror against dissenters and organised blockades, constant shelling, and punitive actions in Donbass.

But nothing and no one can break the will of millions of people, or their belief in truth and historical justice. The free and unequivocal choice of our brothers and sisters was wholeheartedly supported by the Russian people. We understood and deeply felt the most important thing: by defending our compatriots in Donbass and Novorossiya, we are defending Russia itself. Together, we are fighting for the Motherland, for our sovereignty, spiritual values, unity, and victory. I thank all the citizens of the country for this solidarity and patriotism.

Today, we are also building our common future together, rebuilding and building schools and hospitals, housing and roads, museums and memorial sites. All our regions are providing truly fraternal assistance to the cities and towns of Donbass and Novorossiya. Volunteers, civil and religious organisations, parliamentary parties, entrepreneurs, and labour collectives all contribute to this work and common cause. Our entire large and united country is working together.

The recent elections in the Donetsk and Lugansk people’s republics and the Zaporozhye and Kherson regions were an important step in strengthening our common state and the political and legal space. Just like a year ago during the historic referendums, people once again expressed and reaffirmed their desire to be with Russia, and supported their fellow citizens who earned the people’s trust through hard work and real achievements.

Much work lies ahead of us to address complex challenges and implement a large-scale programme for the revival and socioeconomic development of our historical regions. We will by all means achieve our goals.

I would like to address the residents of the Donetsk People’s Republic, Lugansk People’s Republic, and the Zaporozhye and Kherson regions specifically. Thank you for preserving and passing on your love for the Fatherland to your children despite all the trials. Thanks to you, your fortitude and determination, Russia has become even stronger. We are one people, and together we can overcome anything and meet any challenge.

Vladimir Putin began his leadership of the Russian Federation with a naive and childish impression of the West and NATO. Almost immediately after gaining power, Putin asked the US for the Russian Federation to join NATO and even expressed interest in having the Russian Federation join the European Union.

But over the years, the Western Powers showed their only interest was in taking advantage of Russian resources during a period of weakness in order to financialize and neoliberalize the old Soviet economy. But after years of Capitalist schemes that attempted to reorient the old Socialist Soviet model towards Capitalist production, the Russian economy was now weak and broken, with criminal elements in control of huge ex-Soviet SOEs. The Oligarchs manipulated and dominated local politics and the Russian economy. The power of the Russian Oligarchs peaked during this time.

Vladimir Putin and the Russian Federation eventually regained control over their govt and an armistice of sorts was called between the Oligarchs and the Russian people. Putin offered the Oligarchs a deal, either they faced the full force of the Russian Criminal Justice system, now squarely in Putin's control, or they stepped back from manipulating Russian politics and Russian elections, with the understanding that they would get to keep their ill-gotten gains. Needless to say, the oligarchs chose to keep their wealth, and while corruption is still a major issue in Russian politics, ultimate control over the direction of the country is in fact held by its elected political leaders and not the oligarchs. Though power struggles are still evident.

But the West could not accept the fact that the Russians were regaining control over their economy, as well as their sovereignty and independence. NATO expansion accelerated throughout the 2000's and 2010's, with the latest inductions being North Macedonia in 2020, and Finland in 2023, while Sweden awaits ratification at this time.

Vladimir Putin discovered the hard way that the US and the Western Powers were not acting in good faith. What they wanted was ultimate control over Russian resources, the suppression of the wages of Russian Labor, and the guarantee that the Russian Federation will never again challenge the global economic dominance of Western Multinationals, the Bourgeois govts that back them, and the Imperialist Western dominated Global economic system they maintain.

With the African Delegation first visiting Kyiv and then visiting Moscow with the hope of beginning discussions for a ceasefire or peace agreement, Vladimir Putin used this opportunity to showcase Ukrainian obstinance to enforcing any agreement.

The new documents President Putin showed to the African delegation is the first we have seen of the actual documents in the agreement.

It's just more evidence that NATO are really the ones in charge of Ukraine, not Ukrainian elected officials, if any legitimately exist.

Any kind of peace agreement, ceasefire or political settlement of the conflict must be negotiated between the Russian Federation and the UNITED STATES and NATO, not Ukraine. Pretending Ukraine has any sovereignty whatsoever to negotiate a settlement in this war will do nothing to put an end to the bloodshed.
