HELL NO! Congress passed and he signed those bills because there literally wars between Unions and Companies. Socialist Parties and a rapidly growing Communist Party were WINNING ELECTIONS Nationwide! In the Plains States, multiple villages HUNG THEIR SHERIFF when he came to repossess a neighbor's farm. Their were protests that turned into violent riots.
The New Deal passed because Congress and the President were TERRIFIED that there would be Bolshevik Style Revolution right here in the US. And had they not passed the New Deal reforms there likely would have been.
The point is Bourgeois Elections don't get reforms. THE PEOPLE DEMAND THEM!
