Yeah, that's not a rocket. I heard about this but didn't believe it until I saw it for myself. I'm going to go out on a limb here and (also) say, this is "Iron Beam" or some other high-energy laser weapon system (HELWS). I could be wrong, but I doubt it.
Credit to fawkesandfriends.com for bringing it to my attention earlier, but I just passed it over as some "crazy conspiracy guy" video, lulz.
For the doubters, also factor in the "explosion". Does that look like a rocket explosion to you? It doesn't to me. So if it is a rocket, wtf kind of rocket explodes like the one in this image?

The Naval Air Warfare Center Weapons Division is interested in receiving white papers from system integrators in High Energy Laser Weapon Systems (HELWS) --specifically for the High Energy Spectral Beam Combined Fiber Laser (HEFL) Demonstration project. The objective of the HEFL program is to develop and demonstrate prototype HELWS subsystems, which will be integrated together and installed in a rotary-winged aircraft for a series of airborne laser weapon demonstrations.
The purpose of this announcement is to focus attention of the scientific community on (1) the area to be developed, and (2) the planned timetable for submission of white papers and full proposals.
