Obviously, the world is drastically different than the one in canon. There are different laws regarding quirks, laws that are much more strict. Heroes aren’t a career option anymore. The only ones legally allowed to use quirks are safety enforcers, which is a job where people patrol constantly, knocking on doors, making sure families aren’t hiding anything or breaking laws.

Families are required to send their children to a summer camp that will teach them more about the society they live in, how much better everything is than in the past, and how to pick their career path for the future. Once they choose it, they can’t undo it.

Of course, it’s all just propaganda bullshit. Izuku’s skeptical of it all. He only lived with his mother, and couldn’t even remember what his father looked like. His family is lower class, which led to him getting bullied often.

At the summer camp, he meets Tenya Iida. At first, it doesn’t seem like the two will get along, but after a bit of time, they become friends. Izuku never tells him his concerns about their society, afraid he’ll get reported. After all, Tenya seems to be someone who follows the rules all the time, no exceptions.

Except, it turns out there is one exception. His brother, Tensei, gets attacked and paralyzed by the safety enforcers. That’s when Tenya can’t stay quiet. He tells Izuku how he wants to change things, and his friend agrees.

They’re going to set things right in the world, even if they have to do it themselves. Or, they’ll die trying.
