If they’re overlapping, then yes, it’s dangerous.
If you have a half-tank binder and a corset that only goes around the waist more like a waist trainer, then if the two don’t touch each other then it might be okay to wear both for a little bit.
Wearing both will be more stress on your body more than just wearing one at a time, so you shouldn’t wear both a binder and corset at the same time for as long as you could wear a corset or a binder on their own. I’d recommend only a few hours, tops.
Make sure your listen to your body and don’t push past any pain.
If you do need to take your binder or corset off, you should have something to change into with you. You can carry a bra, maybe a comfortable sports bra, in a bag to change into in a bathroom.
You could get a mini-sized backpack, a drawstring knapsack, a computer bag, a messenger bag, or a fanny pack. I usually carry a small one-strap backpack (like this).
You can probably also stuff the corset in that bag without having to change into anything else, but if you’re wearing the binder/corset combo as your shirt with nothing on top, then bring another shirt to change into.
Honestly, I wouldn’t recommend doing it if you can avoid it. But if the two don’t overlap and you only do it for a short while (maybe 1 or 2 hours) when you’re getting dressed for special occasions like photographs, it might be alright.

So do the same rules of binding apply to (specifically transwomen) people who want to wear corsets

Waist training isn’t exactly the same as binding, but similar guidelines apply! Don’t get one that’s too tight, don’t wear it too long, and so forth.
So I'm dmab and I was wondering is there any issues with wearing a corset for a long period of time?

Depending on the type and fit of corset, there definitely are issues with wearing one for a long time, but I think it would have very little to do with your assigned gender (in case you were wondering about that). Corsets are shapewear, and work similarly to binders in that they will crush your ribs and organs after a time in addition to making heartburn and indigestion worse. They make a lot of people feel confident and are often fine to wear if worn reasonably (use your judgement/talk to the retailer) but just be cautious of the long term damage they can do to one’s body.

When I'm femme presenting, I wear a corset. When I'm masculine presenting, I wear a binder and hip reducer. Would the use of either stop the other from working?

I'm not a medical expert, but it sounds like you're effing your ribs all to hell. Corsets are dangerous and can easily distort your body, paired with a binder, which is also dangerous and can easily distort your body-- each in different ways.
Bad combination.
Ultimately, it depends on how tight you're binding and lacing. If you're doing both safely, there shouldn't be a huge issue, but if you're doing both tightly, you're wrecking yourself from the inside out and you'll likely face a lot of medical concerns eventually.
