Jason does his research before he goes back to Gotham and finds out that Batman revived the Joker.
Obviously there is no confrontation needed. Bruce had already made his choice.
So now Jason never wants to step in Gotham ever again. He won’t share a city with his murderer. Hell, he would prefer not to share a country. Jason is going to move on with his life and the Bats and all those affiliated can just go fuck themselves.
If the corrupt of Gotham want to keep Joker alive then they can just keep him.
The problem is that Batman couldn’t actually keep the Joker in Gotham. He left all the time and became the rest of the world’s problem. And Jason’s already ran into that fucker in the middle of nowhere before and he would rather not do it again. So Jason calls up Deathstroke and puts him on retainer. If the Joker steps a toe out of Gotham, the contract activates and Deathstroke hunts him down. Jason won’t ask him to go into Gotham to kill him and get on the Bat’s radar. Gotham is Batman’s territory but anywhere else is free game.
So for years Bruce has no clue that Jason is alive and that Joker’s death certificate is already pre-signed.
But then one day Joker tries to make trouble in Metropolis, so now it’s time for Deathstroke to swoop in and fuck over Batman and get paid to do it.
