Garou, on the other hand, had years to carry out his task with firm step and without giving up. No one will deny me that he got it... the only problem is that Saitama exists in the same world.

The maximum force of Gaman would be equivalent to that of Garou vs Heroes class A-B-C. Remember, Garou was injured in his fight, if he had been 100% he would have made them dust in an instant.

Could Badd have continued to infinity? Would Garou have followed him?
