Very interesting question, Anon! I must admit that I'd never considered the idea that Twelve was mouthing something to Clara in that scene. So let's check it out, shall we? First, some context from the scene...

First of all, I adore this scene: the worry in Twelve & Clara's eyes as they're separated, the reaching out to each other across the insurmountable divide, Twelve reassuring Clara as best he can, Clara taking strength from that and doing her best to be brave. Oof, I love it all.

Okay, now let's have a close look at the moment in question (which occurs in the third gif above)...

I always kind of thought Twelve wasn't saying anything here, just sort of, I dunno, gasping? Emoting in some fashion with his mouth? Something like that.

But looking at it now in light of your question, Anon, I do see that it's possible to perceive Twelve as mouthing a word or words. The distortion caused by the water makes it hard to see clearly what he might be saying, but if he's saying anything, it seems surprisingly obvious to me now that he could be saying "I love you," or more specifically, "I love y-" as he's cut off as the shot ends. It's kinda all I can see now.

And if Twelve is actually saying "I love you," then Clara's nod immediately following would make a lot of sense, as she's acknowledging his words (and I think we could assume it's not the first time he's said that, as her response makes it feel more like a reminder than a surprise declaration). If Twelve wasn't saying anything here, it would be a bit of an oddly-timed nod, as Clara nods, pauses, and then places her hand on the glass.

And isn't it interesting that we're talking about words being silently mouthed to someone in an episode where the plot centres on a message that is being silently mouthed and requires lip-reading to be understood? (Maybe Kass could tell us what Twelve really said!)

At the end of the day, I think I'd put the idea of Twelve saying "I love you" here in the category of headcanon that is debatably supported by canon. No matter what, I love the idea!

First of all, holy hell, I might be getting slightly seasick looking at these gifs, they were really going all out for that shaky camera look here weren't they? No wonder you were having trouble seeing everything that was going on, Anon!

Okay, closer look at the adorable important bits!

We've got Twelve acting/being impressed by his knowledgeable Space Wife, being all "Wow, hot stuff" (clearly for Twelve, brainy is sexy - indeed, he is a man of good taste). And we've got Clara being all "Oh yeah, I'm more than just this pretty face that I already know you've taken considerable notice of."

(Meanwhile, Chopra is just standing there thinking "Don't mind me, one of my crew mates is missing and we're in the middle of a deadly situation, but do take a break to flirt outrageously in front of me, ya space married weirdos.")

One last thing I love about this scene: as Twelve walks by Clara, he walks so unnecessarily close to her, like it looks like he actually brushes her arm slightly as he goes by when there's clearly plenty of room to pass. That's a whole other flirty moment all by itself!
