I pretty sure some villains just fight steve because they can't go on a date with him
ANON YOU HAVE NO IDEA HOW RIGHT YOU ARE
Thief Black Cat (who dated Spider-Man in the past) and mercenary Batroc the Leaper once discussed the "allure of the hero" while on a date. Black Cat described it as "something you want but can't have", to which Batroc responded he understood all to well what she meant.
Black Cat: I was young and on my first big job on my own. When I saw him [Spider-Man], that was it. I had to have him. That's what makes us thieves, isn't it? When we want what we can't have. Money, station, possessions... even people.
Black Cat: uh anyways! I'm sure you know what I'm talking about. Heroes, right?
Batroc: indeed I know full well of the allure of the hero. Sticking in your mind, never far from your thoughts...
Black Cat: oh yeah? Dish
Batroc: why, mon Capitaine of course. Steven Rogers.
And then the next page? Batroc proceeds to explain why he's so attracted to Steve.
"For outside of lovers, who are closer than those locked in passionate combat? It is all there. The heart pounding, the breath, sharply drawn in. A dance as intimate as the act of love. As honest. If not more so."
He compares his and Steve's hero-villain relationship as something as intimate as the act of love, and really anon, I don't know what else to tell you. You are 100% correct
And here take this image of Doctor Doom staring at Steve's tits while clenching his cape in a very odd way I think that suffices as evidence as well
