He's asessed the situation
and figured what needed to be done within Seconds.
Jopson is so focused on Crozier. Nothing else exists to him in that very moment, but his captain. He's literally so focused on Crozier, I don't think he even realises there's a carnival around them at all. There's just his captain, who's getting sick thinking about alcohol and at a risk of falling back again.
"Let me take you back, sir." He gets no response. You can see a bit of panic on his face, then determination, as he grabs Crozier's arm and breathes in sharply. He's determined to not let Crozier fall back, whatever the cost may be.
The second "sir" is rougher, more of a command, than a question. "You will look at me."
But when Crozier turns to him, the panic settles a bit and his face goes softer. "he's still here, he's responding, he's doing well enough, i can fix this, i can help him"
