Look at how the body language has changed; look at the distance between them in the first one. Will’s chair is drawn back, his arms are away from the table, his hands curled towards him. He’s looking at Hannibal with his head back, regarding him like one would a threat. Hannibal, steadfast and always playing the long game, hasn’t changed.
But look at how Will leans towards him in the second one, his expression no longer trying to be a barrier between them. I can almost taste how smug Hannibal is.
