when Data sacrificed himself, ultimately perishing, Ethel was in a state of intense shock and even denial for the first week or so before fading into a deep depressive state

they isolated themself to begin with for the first couple of months but eventually they straight up disappeared, completely off the radar from the Federation and anyone they knew prior

nearly two decades passed before anyone heard from them again; they only resurfaced upon learning of Dahj’s activation

Ethel traveled as quickly as they could back to Earth to find Picard and Dahj but they were too late and Dahj had already been killed by the time they found Picard

they then teamed up with him and his rag-tag band of a crew to find Dahj’s twin, Soji, Ethel, motivated by not only a sort of psuedo-parental instinct but also by the knowledge that they might be able to bring back Data

at some point its revealed that Ethel had run off to the now regrowing and abandoned colony planet of Omicron Theta after retrieving Lore’s body and reactivating him

after a lot of animosity and fighting, Lore finally agreed to help Ethel bring back Data; he may not be fond of him, but he’s the only family he’ll ever have again in this entire universe

they spent nearly 20 years trying to bring back Data, all alone, both had felt the Federation had forsaken them

Ethel, after a lot of apprehension on Picard’s part, manages to convince him to go back to Omicron Theta to pick up Lore again, to help in the effort to save and protect Soji as well as possibly bring Data back

there’s definitely a scene somewhere in there Lore meets his niece, Soji and is overwhelmed with a myriad of emotions he’s never felt this deeply, bla bla peace and love 

the rest of the show proceeds pretty much as canon yada yada

near the end when the device holding Maddox’s copy of Data’s consciousness is revealed, Lore, with his superhumanly fast physical capabilities is able to make a duplication of his brother’s neural net into his own body,,

this results in a mild jekyll and hyde situation for awhile, at least until Picard is safe and well and Lore is later able to upload Data’s consciousness into a new body, an organic one, that will allow him to live out his natural life with Ethel and pass too when the time comes
