As explained in the previous part (x), nowadays a network like Moriarty’s doesn’t seem to be “a thing” anymore. Surveillance and crime persecution are far too advanced for this to be possible, which is also why the “obscure, invincible bad” isn’t today’s biggest fear.
Going back to how updating these themes for a modern version of Sherlock Holmes might work, for Moftiss, we could find some clues to solve this question in one of Mark’s other (sfw) writings.

Ok, I’m so excited right now, I can hardly type. I just finished your Game Theory series and I have been reading around on the rest of your posts. WOW. You’ve hit on so much, the League of Extraordinary Gentlemen links (M is Moriarty!!! And Mycroft later act as M after Moriarty is driven out), the Coventry conundrum and Mycroft’s solution, as well as the Guy Fawkes plot to pass anti-terrorism legislation. Reading your metas finally gives me the feeling that I’m not crazy and just reading too deeply into this show. If we can independently notice so many of the same links, there must be something there: “the universe is rarely so lazy” as they say…
Anyway, I wanted to add some quick things that were on my mind as I was reading through your metas.
ok, i need to read this again, and the rest of the original post, but wow, the mycroft-sholto mirroring! And the appledore/ secret database thing, which reinforces the mycroft-CAM mirroring someone wrote about back in s3 hiatus. I wonder if i can still find that or if it was someone who deleted...
