Along with that belief is the one that humanity has grown too plentiful. Each person no longer serves a purpose, but many are extraneous.
Thus, he sees the majority of mankind worth no more than whatever brief amusement those with purpose might find in them.
In Saber, he sees a reflection of his own hubris against the gods, as well as purity that is unusual in someone who has ruled as she has.
In Kirei Kotomine, he finds a unique soul relishes destruction more than anything.
In his day, he says, all people had purpose and value, from the lowest slave to the king himself. Every single being was important to his kingdom.
This means his artists, artisans, musicians, archetects, caretakers, cleaners... all were precious.
Thus, the sort of person who caught his attention would be one with remarkable skill and (perhaps more importantly) a unique perspective. A writer who could build characters whose tragedies would make him weep, or a singer with a voice that transcends classification. An artist whose pieces inspire, maybe a comedian who could make a stone weep from laughter.
Whatever the skill, whatever the perspective, the reason you initially stand out to him, one thing is certain: you belong to him, even unto death.
