Other people have probably already said this before, but ever since I first saw this scene, I've always thought that the reason Cinder looks so disturbed is because she's seeing herself in Tyrian
Here, Tyrian is embodying most of Cinder's aspects in a more extreme manner: her devotion to Salem, her hatred of failure, and her violent anger. She sees him freaking out in such a dramatic fashion while still acting similarly to how she does, and she wonders if that's what she's really like. Is she also just an unstable monster who lives only to serve and destroy?
That's a take I haven't seen before, I like it
You think there's a reason why Salem gave Cinder a grimm arm instead of a robotic one like Tyrian?
I think it might involve the sword of destruction
I think it involves Salem wanting another way to control Cinder
Tyrian is unblinkingly loyal to Salem, he literally worships her. Cinder obeys mainly out of fear. Sticking a Grimm on her body, something Salem can LITERALLY control, gave her a direct leash on her Fall Maiden

Legit curious, you claim Cinder should live because she has mental health issues. By this logic should Tyrian live? Guy clearly has issues. Does his mental health justify the horrors he's done?
Maybe, it's more how the show presents them.
Cinders issues and, the cause of them, have been clearly shown in the show to be negatively impacting her life such as her ability to trust, make connections with others, and self-destructive tendencies, PTSD, and more. She getting a bulk of a chapter to show a part of her past.
Tyrians on the other hand has been depicted as more fictional evil bat-shit crazy like most depictions of DCs Joker with his backstory being so unimportant It's an Easter egg you have to pause for.
I'm not saying Tyrion isn't a great villain, he is, and doesn't have amazing potential to be greater, he does, but it's very clear Tyrian and Cinder are very different villains.

Ok but the thing about Cinder and a portion of the audience thinking Watts had control over Penny was because that’s how SALEM phrased it. In midnight she says, “although he remains in captivity, it seems he has worked with ironwood to gain some control over the puppet masquerading as the winter maiden.” Salem was the one who misinterpreted the message and said Watts had control over Penny. Well it was her or Tyrian, but either way it was a game of telephone gone wrong.
