The first step is finding or making scratchboard. I bought mine at Walgreens, but you can color a piece of paper completely with crayons and then paint it completely black with watercolor paint (the wax in the crayons keeps the paint from soaking into the paper, sitting on top instead) ((if I remember this right))
Then take a piece small enough to wiggle it in front of your cat, slowly pull it away from them and bring it back, hide it, use a laser pointer, etc., whatever gets them to try to play with the little piece of paper and slap it. Keep doing that until the art is deemed complete.
Mind the claws!
Some kitties will play with it if you leave it unattended in the middle of the floor though.
And, for @themostfangtastic ...
If your kitty doesn't have or doesn't use claws, you can try crinkling a piece of aluminum foil, a bottle cap, or a toy, and getting them to bat it around on top of the paper. Anything with rough edges or a scratchy texture might work though!
