Ok so this is an example of defeatist propaganda and also why you need to fact check things.
Yes, Trump rescinded Executive Order 11246. However this order only applies to the federal government. Title VII of the Civil Rights Act is still very much in force. This is the one that prohibits discriminatory hiring by any business with 15+ full time employees employed for 20+ weeks in a calendar year.
And yeah, this particular requirement probably should have been codified into law, but the federal government is often exempt from a lot of labor laws (for example: OSHA only applies to federal employees because of Executive Order 12196). Also, many states have adopted laws for state employees that mirror the requirements of Title VII, so even if Trump wants to fill the federal government with under-qualified MAGA scum, states still need to comply with their own anti-discrimination laws.
In short: At least for right now, executive orders can’t do away with actual laws, no matter how much Trump might wish it were otherwise.

Maybe people are confusing Johnson's EO (the one that Trump revoked) with the Civil Rights Act of 1964, which went into effect in 1965. That law established the Equal Employment Opportunity Commission (EEOC) and prohibits employment discrimination because of race, color, national origin, religion and sex.
Eventually Congress passed another law, the Equal Employment Opportunity Act of 1972. That law made the 1965 law applicable to state and local governments.
Johnson's EO, and later EO's by Clinton and Obama, were intended to strengthen the 1972 law, and although they've been struck down by Trump, the original 1972 law remains. A president cannot issue an executive order to overturn a law passed by Congress.
