Did anyone notice that One-One is basically God? In more ways than may seem obvious so stick with me
Let's start with the obvious. He can create all these train carts which are basically a unique world. He can also move these "worlds" around as he pleases. He can also create sentient life (they are self aware which is critical in our comparison)
Now for the more juicy stuff...
One-One has a purpose, but it's not so easy to state. His purpose is not to fix people or fix their problems. It's to give them the tools, abilities, and circumstances necessary for them to overcome these personal challenges themselves. He does not provide the answer, but is a guide.
Similarly God is not supposed to resolve everyone's problems or answer their prayers with a solution. He gives them the tools, abilities, and circumstances necessary for them to overcome their personal challenges.
Neither One-One nor God make logical sense to people, yet they are using logic (One-One shows us this in book 2)
Another interesting thing to note. One-One creates sentient life (like God). But he doesn't stop there, he also gives them free will. We see this with the cat, the deer, lake, even the mirror world cops (I forget their names). They are all capable of doing whatever they want.
In fact when the cop is trying to stop lake at the end (as she's leaving the train for good) One-One makes no command. If the cop did not have free will then One-One could've commanded him to stop. But he didn't because the cop has free will.
However even though they all have free will. They are still expected to use this free will to accomplish the goal set in mind by their creator (sound familiar?). They have free will, but were created for a purpose and are expected to follow through with that purpose, even though (ironically) not every creation knows it's purpose (sounding familiar?).
