So, I'm still pretty new to the DC fandom, got into it by watching Teen Titans 2003. And there are a lot of opinions about who Dick's Best Friend is. Sometimes it's Victor Stone, sometimes Rachel Roth, or Roy Harper, or Wally West, Donna Troy, maybe Jason Todd.
So, the question is, who is Dick Grayson's Best Friend?

Dick's best friends are Donna Troy and Wally West. I'm gonna put Donna Troy aside for a moment and say it's Wally only because Donna is Dick's sister. Yes, he views her as his bestfriend but she's closer than that. I'll even go as far as to say she's closer to him than he is to the batfamily which - phew. Whatever word you can use to describe that, then that's what they are. So in that sense, she's a whole separate category of her own.
Therefore, Wally West is Dick Grayson's best friend. The nice thing about this is that Dick comes right out and says it which makes my life easier lol

Dick is Wally's best friend too. They're so close that no matter what their year has been like, no matter what they've gone through, they ALWAYS make room in their busy schedules to go on yearly bro-cations.

As Dick mentioned before, Wally brightens Dick's life. Dick is constantly stressed and working and kinda sorta depressed all the time but Wally forcefully drags him out of work just so he can have fun. He convinced Dick to put the Titans together again in Titans (1999) just for the mere fact that he wanted Dick to be happy. He wanted Dick to be with his family since Titans are family.

He and Dick were childhood best friends. They hung over at each other's places for fun aside from being on the og titans team.
So in the end, Wally is 100% Dick's best friend.

I never tire of this "class photo" of the Silver Age-version of the Justice Society of America by Murphy Anderson.
This was when the JSA was still respected by DC Comics. Things went downhill for the group after Crisis On Infinite Earths, when some members (Superman, Batman, Wonder Woman, Robin) were erased from existence. DC then decided to remove most of the remaining members completely from the DC Universe with The Last Days of the Justice Society (1986).
The team was rescued from Limbo in Armageddon: Inferno (1991), but fans didn't get to celebrate long. During Zero Hour (1994) many of its members were killed off or aged to the point of incapacitation.
Of the members pictured above only Flash (Jay Garrick), Green Lantern (Alan Scott) and Wildcat are still active. Red Tornado 2 (the android, John Smith) has been retconned many, many times, but I believe in current continuity he/it was never a member of the JSA, but active with the Justice League.

Was reading a bit of Flash lately and stumbled on Flash #81 guest starring Starfire and Nightwing which coincidently happened around the same time as New Titans #100 (aka Starfire and Dicks wedding)
Now the wedding never happened *shakes fist at DC editorial*, but this issue makes it seem like they did. Referencing their wedding and not that it was interrupted making it seem like the wedding went without a hitch and Wally calling Dick Starfire's husband.
Its like a glimpse in a alternate reality were the wedding did happen and Kory and Dick became a crime fighting married duo.
What could've been man.
Well at least we got these two wonderful panels.
The first Flash issue I bought actually. I really loved the trio, they worked really well here and we had the beginnings of Mike Wieringo’s greatness. You can see how his skills made a huge LEAP from issue 80-83.
Incredible.
I still recommend issues 80-101 as a brilliant chunk of long-term storytelling that every superhero fan should read.
