Jaune has been shown and taught time and again that he's not really a front line fighter. He might want justice for Pyrrha, but it's been shown very clearly that all that does is end badly for him any time he tries it. Weiss spear, Penny team kill, etc.
Jaune killing her basically undoes all of that, and goes against everything the show has built him up as and who he is.
If Cinder is going to die it's not likely to be at Jaune's hands, and since the team gave Neo such a weak send off, and didn't let her get much in the way of just desserts I don't expect Jaune to do it.
More likely candidate? Winter. For what she did to her friends Penny, and Fria, and for what she did to her family.
Both have maiden's powers.
Emerald would not try to kill Cinder. I just don't think she has it in her to do that to her, and truthfully I don't even know if Cinder will try to kill her when they next meet. I expect a 'you can come back to me' from her before anything else.

A tentative plan is set, and moved forward with as everyone struggles to come to terms with the new bonds. Some easier than others, or at least it appears that way.
