But what about those explosives he helped to design in Mockingjay? The second wave of which that would kill those who came to help the wounded from the first wave?

Prim came to help the wounded, and then…yeah.

My mind won’t be changed on this. He may not have done it directly or intentionally, but his stubborn, rash, and reactive decision-making cost them Prim.
