or at least that was the official line although I don't think JNT was very good at figuring out het tastes since Tegan was a gay icon and there's no way on earth or off of it that an adult male ginger twink in a school uniform who gets frickin' handcuffed by pirates and is introduced as the sub in a metaphorical BDSM relationship with a huge growly dude in a black feathered and furry vest appealed primarily to the ladies

i love seasons 16 and 17 of classic who because on top of the usual nonsense of classic who and the usual nonsense of the fourth doctor you have the nonsense of romana, the nonsense of having two time lord main characters, the nonsense of k9, the nonsense of robert holmes losing the will to live, and of course the nonsense of douglas adams both as writer and script editor. the show is often funny but the levels of clowning around in this part of the show are frankly lethal
