Ok so I found myself randomly thinking about this panel. By the Culling Games original rules, you wouldn't be able to survive unless you klled other people. Because that's the only way to score points, and the penality for not abiding to this rule... well, is death.
This is inevitable not only in the game, but in the whole jujutsu world as well. Megumi, Yuuta and the others probably wouldn't have trouble with this rule. Megumi makes that clear for himself
But that's different for Yuuji. Megumi knows. He doesn't want to end other people's lives by his own hands unless he has no other choice. EVEN if he has no other choice.
So, when he knew about the rule, he looked depressed. Having to do it again, specially after what happened in Shibuya... Megumi knew Yuji wouldn't react well. So when he says he had a few ideas, I'm pretty sure Yuji was on his mind, as well as Tsumiki, since he didn't want his sister to participate in this massacre. He also wouldn't allow Yuji getting even more distressed by being forced to trade others lifes for his own.
He later reveals the idea of adding a rule to allow points exchange between players and another one to use points to get a player (Tsumiki) out of the game. (The latter didn't play out well, but... yeah let's not talk about that)
The point I'm trying to make is, Megumi knows how Yuji values life. And given the situation, took him no time to start plotting a way out, an alternative to keep Yuji away from doing what he dispises the most without needing him to give up on the game (and his life, since they were demanded to participate in the brutal game anyway). My personal theory and interpretation is... I believe he did this for Yuji's sake, above anything else. He cares so much for this little guy... he really does.
