Fortunately not true. The IUCN lists them as near threatened(therefore more than 116) with no solid number on their populations, while the Feline Conservation Federation says there are ~11,000 left in the wild. Threatened, but still better than 116, yes?

This is actually known as flehming. It is basically tasting the air by making thisface and passing air over the roof of its mouth, where an olfactory organ known as the Jacobson's organ is located. It is how they check for females in heat, the scents of other big cats, etc.

At lot of these elephants are taught to do this through means of brutality. In some cases it can be a form of enrichment but you're more likely to see that in a zoo. If it's just a sideshow or worse, in a circus of some kind, you can bet that elephant has been tortured to destroy its will and thus submissively carry out these tasks. This is especially a problem(though not exclusively) in Thailand.
