I think all educational institutions can be harmful based on what they teach and how they teach, I was bullied by teachers in private education from primary school through to highschool and maybe 1 or 2 teachers in year 11-12 public college. The bullying doesn't end there if you choose university also, even a university preperation course is enough to be seen as a bullying tactic for future educated students to just walk away because its not interesting unless the teacher makes it interesting, but I have encountered some great teachers at university with an open-mind.
