People on the front line of care report communication difficulties with public authorities and fear of collapse
More than 40 days after the onset of heavy rains that caused deaths and devastation, the decline in volunteers is a reality in animal shelters in Rio Grande do Sul. Amid the climatic tragedy, more than 12,500 animals were rescued throughout the state. In the places dedicated to caring for the animals, the sharp drop in help was felt, which overburdens the remaining volunteers. The group also criticizes the absence of public authorities. Folha visited, this Monday (10), three places that care for dogs and cats rescued from floods, two in Porto Alegre and one in São Leopoldo, 35 km from the capital.

Since the end of April, Rio Grande do Sul has been facing the devastating effects of historic rains and floods that have hit practically this entire southernmost Brazilian state of almost 11 million inhabitants. A series of climatic factors, mainly those associated with global warming produced by capitalism and intensified last year by El Niño, are behind one of Brazil’s greatest climatic tragedies, one of the latest extreme weather events in the world.
Record temperatures in the South Atlantic Ocean have increased the frequency and intensity of weather systems that bring cold and humidity to Rio Grande do Sul. Between April and May, a sequence of these events was prevented from spreading to the rest of Brazil due to a warm air mass in the Midwest and Southeast of Brazil associated with record temperatures for this time of year. The humidity brought to Rio Grande do Sul by weather systems from the South Atlantic met with that coming from the Amazon region in northern Brazil, which condensed into record rainfall in the state.
In two cities in Rio Grande do Sul, Fontoura Xavier and Caxias do Sul, it rained 778 mm and 694 mm, respectively, between April 22 and May 6. This is equivalent to the average rainfall for these cities for the first five months of the year, when it rains the most in Rio Grande do Sul.
As a result, entire towns have been flooded. According to the Civil Defense bulletin of May 27, 94 percent of the state’s municipalities (469 out of 497) were hit, affecting more than 2 million people. Already, 169 deaths have been confirmed, and 56 people are still missing. More than 800 people were injured.

Rescue efforts are ongoing in Rio Grande do Sul, Brazil’s southernmost state, after floods and landslides left at least 100 people dead and displaced more than 200,000. As well as local residents, rescue groups have also dedicated themselves to saving pets stranded on rooftops and in flooded homes.
For those who live abroad and want to help, well-known NGOs are making their channels available for donations in foreign currency.
That is the case of the Brazil Foundation’s Luz Alliance Fund, created by fashion model Gisele Bündchen, and the Homeless Workers’ Movement’s (MTST) PayPal through its “Solidarity Kitchen” project. The MTST’s goal is to deliver 2,400 meals daily.
Another crowdfunding project is supported by companies and influencers from all over Brazil, and donations can be made in U.S. dollars, euros, and British pounds.

Environmental disasters due to heavy rains have become painfully common in most of the southern Brazilian municipalities placed under a state of public calamity this past week due to record-breaking floods. Of the 336 cities in Rio Grande do Sul state currently on red alert, nine out of ten had already declared some form of state of emergency or calamity due to rains in the last decade, research by fact-checking agency Lupa shows.
In total, 303 of the municipalities accounted for a total of 953 emergency or calamity decrees since 2013. Around 28 percent of these decrees were issued in 2023 alone, in the highest yearly total issued in the analyzed time period. Last September, floods in Rio Grande do Sul caused by an extratropical cyclone left 54 dead, in what was the worst natural disaster in the state’s history — until this past week.
Data extracted from the Integrated Disaster Information System of the Integration and Regional Development Ministry shows that 59 of the state’s cities had already declared emergencies in 2024 due to storms.
The data analyzed by Lupa includes decrees of emergency situations or states of public calamity. Both of these scenarios occur in response to a disaster, but the difference lies in how the disaster impairs the local government’s capacity to respond.

Rains returned to Rio Grande do Sul on Friday as the death toll from historic floods in Brazil's southernmost state reached 113, according to local authorities, climbing from 107 in the previous day.
Storms and floods battering the state, home to some 10.9 million people, have also left more than 337,000 displaced while another 146 people were still unaccounted for, civil defense said.
Heavy rains have caused several rivers and lakes in the region to hit their highest levels ever, while floods blocked streets and disrupted logistics, triggering a shortage of essential goods in certain areas.
Weather forecaster MetSul said that most Rio Grande do Sul cities should see rains on Friday, adding there is a "high risk of storms". They should persist until Monday, it added in a statement.

- My favorite breed of dog are Border Collies - I've never actually interacted with one, I saw one in an art book and after some research decided it was my favorite because I liked their energy.
- I have a trick where if I don't have an alarm, the night before I do the same number of crunches while in bed as when I need to wake up (e.g. seven crunches for 7 am) and it would work - I've never overslept using this method.

1. I won first place in a playwriting competition in my second year of college (my first one I ever entered) that was a comedy of errors based that relied on misdirection from dialogue only. Received a check and had my play performed by a local comedy troupe.
2. I've been writing a book series since I was 12 years old about a woman who finds out she's from a long line of female warriors who made a deal with an angel to keep the door between Earth and Hell guarded. But, despite the accomplishment listed above, I have never been able to finish it/publish it because I am held by the fear that no one will like it.
3. I have the tendency to stress cook/bake, but I'm not a stress eater so I love having people over so I can feed them everything I can't eat.

3. I’ve never finished a school year with less than an A in any class, and I took one AP class last year, three this year, and I’m taking five next year. I’m really smart, I work really hard, and I’m very proud of that.

- i used to be allergic to a ton of things so i could only eat lettuce for a while because i despise most of the other fruits and vegetables i could eat. i was lactose intolerant, as well as allergic to dairy, wheat, soy, almonds, and any kind of fat, but after getting a ton of NAET treatments done i can eat most things again
- i'm super good at sneaking up on people especially my friends, i'll just kind of appear behind/next to them and freak them out
- i've danced for most of my life (since i was like two), doing ballet/tap/jazz/contemporary from like 2 to 8 then switching to irish from 8 to present, i also do other sports like volleyball and pole vault
