I think football would be better if instead of penalty shootouts they would add a new modus after the overtime: they continue to play but every five minutes two players, one of each team, has to leave the game. Either until a goal has been scored or only the goalkeepers are left. And then the goalkeepers have to try to score.
(that five minute timeframe is negiotable)

Maybe England should just start every match with one or two goals behind.
Not as punishment. As an incentive.
