That's an England thing, I've seen it, here (Netherlands) we do have people with "forced" curls but it's just some heating iron and hairspray, not the half a jar of gel I've seen over there. I general the UK (expect Scotland for some reason) seems to be very overly done with makeup and hair, I don't know why, but I've noticed it a lot.
