No, Touka isn't the best explaining her own feelings, what Touka meant is she wanted to stop kaneki from wanting to kill himself through love as she knew he as Sasaki had feelings for her. She wanted to make him feel loved and stop seeking that in his self sacrifice for others.

That depends of the point of view as always, but it was the most realistic decision for sure, if you place on his position it's clear you would do the same :3 also caring for his people was directly connected with the conflict and he tried to manage both the best he could.
