To go back on my fertility transition/exowomb tick, this is something I had assembled lots of suggestive info on but these results are more robust:

Using a descriptive decomposition and data from the Panel Study of Income Dynamics, we show that, in gross terms, fertility decline can explain almost one-quarter of gender pay convergence from 1980 to 2018. Even net of a host of controls for human capital and job characteristics, fertility decline explains 8 percent of the attenuation of the US gender pay gap 1980–2018—about half as much as changes in education and about a quarter as much as changes in full-time work experience and job tenure combined

This is one of the "iron vices" of fertility issues - women had very good reasons for having less kids, and any policy apparatus is going to rear those tradeoffs right back. I don't think the mechanics of career progression have changed much in this regard, these income disparities will continue to blunt the efficacy of cash transfer approaches

No, that is the rub - this is one just one of those classic "people aren't thinking it through" things. No one is gonna pitch "let's subsidize women having children to boost fertility" as "we want to lower women's private sector income", but that is absolutely going to be a consequence of that policy. At some margins that is fine of course, but systematically you are going to run into hard limits because women reasonably don't want to sacrifice that.

seems like the equivalent problem faced by gig economy companies: if relentless competition drives salaries below what minions can earn elsewhere they will simply... go elsewhere!

if a state-funded institution wished to hire women to have children then it would need to pay salaries competitive with what those women could earn in the private sector (and take into account lifetime earnings, if it was only paying them for 1 year / 3 years / 18 years or whatever).
