Given that Gems and Humans are completely alien to each other, and their individual genetics have nothing to do with Steven’s powers, Steven can probably only fuse with humans because he’s half organic, and not half human.

So what if he can fuse with other organic things? What if Steven were to fuse with one of his Plant Soldiers? They’re already connected to him mentally, and technically have Gem Magic in them.
