Danny produces so much ectoplasm that he has to use his powers to burn off the excess energy. One of the ways he elects to do this is by making sculptures of his ice. He makes them with as little of a chill as he can; with the ice mostly comprised of ectoplasm, it maintains its shape.
Even when he's on the run and hiding out in Gotham, he needs that outlet. He keeps making his little sculptures, selling what he can and just… hiding what he can't around the city.
The bats just want to know why hundreds of little (ice?) sculptures have started popping up all over Gotham-- and how someone is hiding them in the strangest places. Jason recently found one in a gargoyle's mouth, and Tim swears he found one in his fucking pocket the other day.
The ice is unmeltable, gives off massive amounts of energy that none of the Bats' energy detectors can properly identify or quantify, and always give off the vague impression they're watching you even when the sculpture is of something that doesn't have eyes or a face.
Bruce is absolutely certain this must be the first stage of some kind of invasion. Whether these sculptures are weapons or foot soldiers is yet to be determined. When Tim claims there was one in his utility belt, the paranoia only ramps up by several orders of magnitude.
Danny, for his part, just thought Red Robin deserved a thank you gift after he prevented Danny from getting mugged for the whole 12 dollars he had to his name.

Okay but now I’m thinking about what happens if he DOESN’T burn off the excess ecto...
Like him being in a situation where he can’t use his powers, maybe captured, and no one is listening that he needs to get rid of it while it just builds and builds...
What happens when he goes critical? What happens when he has passed the point of no return and triggers an ectoplasmic radiation meltdown? And how I have is left after? A smoking crater the size of a car? A house? A city block?
We can be more dramatic:
It was an attack from Dr. Freeze, the blizzard was raging in the streets. Not that the cold and frost made Danny tremble, quite the contrary. He had the impression of being in Far Frozen~
BUT, but but but, one of the bats had spotted him, declared him delirious and taken him, despite his resistance, to one of the shelters.
There were eyes everywhere, he was all the more observed but his requests to go out were ignored because of the diagnosis of delirium, the exit was secure and there was even a toilet monitoring system to prevent problems all the time what would the crisis take
Danny felt his skin seem to get tighter and tighter, he slowly began to feel the pressure increase until he felt as if his ice had arrived, but this time the power node continued to gain strength, magnitude…
