I'm surprised more CA Fans haven't stumbled on Black Panther by now. Or, what ever they are calling the character these days.

Steve Rogers isn't the only American to be given the serum. In an act of blatant freaking racism the army wanted to test it on an "expendable" black soldier to make sure it was safe for "real soldiers". 

Actual Captain America Canon guys.

Hey Guys...

You remember that horridly bad Captain America movie from 1990?

Remember how it was vital to the plot of the film that the kid who snapped a photo of Steve as he jumped into the window of this kids bedroom and remember how the kid carried that photo in his wallet until he was 50? cause that's not creepy at all.

Phil was a Cap fan-boy and spent years of his life collecting a set of cards.

conclusion:

PHIL WAS THE PRESIDENT because why else would they possibly want to shout-out to the 1990 holy-fuck-that-was-bad Captain America?
