Thats because Voldemort was basically Wizard Hitler.I mean you hope that you never have to face another Hitler ever again. Umbridge is more like that asshole boss that would make you stay back after work or give you extra work to do on weekends. Or maybe that teacher who you just know is out to get you, who maybe purposely punishes you, or gives you a lower mark on your assignment.
