I have no idea how they have handled legal cannabis in Canada but here in this country, the places that have legalized it have licensing requirements and different kinds of regulations.
Sly said that if prostitution were legalized that corporate interests would benefit while workers would still be criminalized if they operate outside of a legal regulated framework.
Putting Sly's theory to work and it appears that there are indeed some parallels. The people who have gotten licenses have mostly been white (outside of celebrities). Illinois may be an outlier in that it exonerated everyone who was locked up on marijuana. Some states ban the people in question from even obtaining licenses in the first place--as in mostly black people were locked up during the drug war and may not be able to get or afford a weed license today.
