AU in which Rob Lucci didn’t cut it as a CP agent—
You didn’t live as long as Shanks without learning how to assess the strengths and potential of the strangers you meet.
To be fair, in most Blues it was enough to think the older and taller the more dangerous, but the Grand Line had plenty of terrifyingly strong children. Luffy was certainly stronger than you’d expect, but he was still a kid and harmless.
The same could not be said about his tall guardian. He followed Luffy like a shadow and, while the people of Foosha seemed oblivious to it, the teenager was ready to slaughter anyone in his vicinity at all times.
Even with Luffy hanging from his shoulders, chatting away about his day.
“Hey, Makino,” Shanks said, leaning forward on the counter. “What’s the kid’s deal?”
“Hm? Oh, you mean Lucci?”
“Yeah, he’s...” Lethal.
“Sweet, isn’t he?” Makino replied. “He was a bit shy when Garp brought him here first, but he’s changed a lot since.”
Shy wasn’t exactly the adjective Shanks was thinking off, but he supposed the boy was reserved enough for it.
“Garp brought him here?”
“Yes, it’s a sad story really. Lucci enlisted young in the marines. I don’t know what exactly happened, but a mission apparently gave him a lot of grief. He’s been stationed here for two years now, looking after Luffy. He does a great job with him.”
Lucci watched Luffy like a hawk, ever far from him like he was preparing to run. As far as Shanks knew, that weren’t the kind of instincts installed in regular marine recruits. They also tended to be so young they got sent on any missions—
“Did Garp state what unit he was from?”
Makino paused to think for a while. “Something started with Z— no, C! Cee...”
Would Garp— Oh, Seas, what a stupid question. This was Monkey D. Garp.
“CP?”
Makino’s face lit up. “Yes! That was it!”
Shanks turned around briefly to Lucci settling in the corner of the bar, Luffy thrown across his stomach, eyes slowly falling close.
Cipher Pol, as a rule, did not retire their recruits. They either succeeded or they died. There was no in between, no space where one of their teenage agents could be babysitting in East Blue for years.
And yet here they were.
“Does he ever leave?”
Makino shook her head. “No, but he still writes reports to Garp about Luffy’s development and sends them off every month.”
Every month, huh? They should probably leave Dawn soon then.
Shanks grinned and downed the content of his glass. He should have come to East Blue years ago.

@missmungoe you were so right to write fics about Makino joining the Red-Hair crew cause she really has that pirate trait of stealing.
Stealing Shanks' friends and crews that's it.
Bonus Boa Hancock and Makino, in that one shot where Mihawk and Buggy fetch Makino from her bar and she manages to 'stand in' as Red Hair Pirate representative of sorts to make alliance with Hancock.
Love love Makino and Hancock interaction in that fic where Shanks is about to get executed.
Makino unintentionally getting on the good sides of some dangerous pirates is so funny.

Been reading some of @missmungoe fanfics in AO3 with Shanks and Makino. I absolutely love that the few I've read, if there's Mihawk involvement, he automatically just gets along quick with Makino.
(I also adore Buggy's interaction with Makino in that spin off AU with Sabo getting to Makino first before Rayleigh)

“Where the fuck did you hear that word?!” Dadan screeches at Luffy, who picks his nose as he looks at her. He’s got bits of thorn in his hand from where he fell when playing, but he doesn’t look particularly bothered.
Dumb kid who stabs himself in the face probably doesn’t even register it beyond the initial pain.
By his side, Sabo and Ace give her deadpan looks.
“What do you mean, where the fuck did we hear that word?” Ace asks her, eyes brightly burning as usual.
“Yeah, what the fuck? We hang around bandits and pirates and thugs. What did’ya think was gonna happen?” Sabo, the brat, says looking to his brothers for affirmation.
“Makino’s the only one who teaches us manners anyway.” The first brat informs her.
“Makino says fuck too! She told me not to say it though, but pirates don’t listen to the rules!” Luffy finally has his finger out of his nose and flicks the resulting figure at Dadan.
She screeches.
“WHAT THE FUCK AM I GOING TO TELL GARP THEN, WHEN HE HEARS YOU THREE CURSINGA BOUT!?” Oh god, she’s going to have a damn heart attack, these brats. She wouldn’t give a shit, if not for fucking-
“SO MY GRANDSONS ARE CURSING LIKE SAILORS, ARENT THEY?”
Garp.
“Yeah, what about it. Fuck Off, Shitty Gramps.” Ace says, pipe ready but taking a step back. His brothers crouch near his side. IIt would be adorable how they scrunch up, Luffy in the back and his big brothers in the front if they all weren’t about to be killed by one marine hero.
Garp raises his fist and oh god – Dadan can see her life flashing before her eyes. Her first robbery, her first bandit raid, the first time Ace laughed at her and that time Luffy gave her a hug and Sabo gave her flowers and whiskey – dammnit! When did she start caring about these brats?
Garp brings his fist down and –
Gives his grandsons a big, tight, Goa Jungle level, Bear Hug.
“FIRST STEP TO BEING A MARINE ALREADY, I’M SO PROUD! CURSING LIKE A SAILOR! FUTURE MARINES!”
Huh. Well, it could be worse. Dadan sneaks back inside to get a drink.
“SHUT UP SHITTY GRAMPS WE AREN’T GOING TO BE MARINES!”“YEAH, WE ARE GOING TO BE FREE!”
“IM GOING TO BE KING OF THE PIRATES.
Thwack. The sounds of furious punching and fleeing.
There it is, Dadan thinks and goes to drink her headache away and get out the medkit.

I have another question( ok more than one) for the feral Luffy universe.
What would Garp's, Dandan's , Foosha village, and to some extent Dragon's reaction to Luffy being alive? Would Garp be a bit more bitter towards the world government even more then he is in canon? Getting drunk once a year during Luffy's birthday? I can Imagine that (well not including Dragon) they would be a bit more protective of Luffy. Not to the point where they would crush his dream but, to be a little annoying. Would Makio (And some extent Dandan)have Ace and Sabo calling an updating on Luffy's journey? Would Garp during the Strawhats first meeting him be a bit more "Idiot Grandson trying to sind me to an early grave" along with the you should be a Marine not a Pirate talk(Oh BTW your dad is the most wantedman in the world)?
Garp’s initial reaction is booking it back to Dawn Island asap to see Luffy with his own 2 eyes! But also yeah, after Luffy’s “death” originally, he lost a lot more faith in the justice of the world government and navy because there was nothing he could actually do to right the wrong of his grandson’s death.
Luffy’s birthday does become a day of grieving, and yeah he probably drinks a little too much.
He actually stops hounding Ace and Sabo to become marines, and instead simply asks that they become good men. It’s really all he has the right to ask for.
Garp doesn’t ask Luffy to become a marine either when he finally sees him again. Luffy being alive has satisfied him enough, though he makes sure to train him more (and makes a harder effort to stay longer on Dawn Island to spend more time with Luffy). Garp is definitely tempted to find a way to keep Luffy safe and away from the sea, but he desperately wants Luffy to be happy and to live a fulfilling life, and he knows locking him away would be the worst thing he could do, so he lets Luffy choose his own path.
Garp also reveals to Luffy earlier that his dad is Dragon during their extended time together. Luffy is similarly not particularly shocked about the information, and he still doesn’t get what a revolutionary is, but does say he’d like to meet him one day, just to hear his stories.
Dragon, meanwhile, right after Luffy’s “death” did something he never would have originally which was track down the celestial dragon that killed him and sunk their ship under the guise of a storm. It’s stupidly risky but Dragon couldn’t contain his wrath.
Luckily they never discover his hand in the celestial dragon’s death, and the whole thing is ruled as a freak accident.
After Luffy’s return, Dragon receives the news from Garp, who passes on a simple message of “He’s alive”. As tempted as he is to go see Luffy himself, he refrains from doing so, only letting himself bask in the joy that his son was still alive and that the world government failed in crushing another holder of the Will of D.
Dadan and Makino were both highly apprehensive about Luffy’s departure from the island. Neither Sabo nor Ace were around, both already off on their adventures, so they couldn’t be around to watch over Luffy, so they could only see him off (after forcing him to to have every supply necessary for a decent week’s travel) while in tears. Luffy’s cheerfulness and confidence do help settle some of their worries though.
So ye Garp’s speech at Water 7 doesn’t really happen, it’s just a more heartwarming reunion than in canon hahaha.
