As far as I can tell, working in engineering isn't actually a part of Data's job. He's supposed to be on the bridge doing a mix of science and flying the ship, but every day he's down in main engineering with Geordi. I don't recall him ever going to work there before Geordi was promoted to Chief Engineer, meaning that his best friend moved to a different deck and he just went with him. Picard doesn't have the heart to tell him that technically speaking his job isn't to hang out with Geordi, and he rationalises it through Data seemingly being very helpful in engineering so he may as well let him stay there until he's needed on the Bridge

Data is the Chief Operations Officer of the U.S.S. Enterprise NCC-1701-D/E. It is a relatively nebulous position that seems to include science, engineering, communications, occasionally security, and interdepartmental coordination and report collection duties. Harry Kim is also one such officer and that's why he works with his work wives B'Elanna Torres and Seven of Nine in main engineering and astrometrics so often.

Alternative answer: Data and Harry get called in to do things they’re not remotely qualified for because they’re adorable and having them around brightens everyone’s day
