Socialism seeks to appeal to the common man through envy, it appeals to the statesman and the aspiring statesman through the lust for power, it appeals to the academic and the intellectual with the promise of patronage (he no longer has to strive to produce within the "vulgar" free market that does not appreciate his ability, and which reduces everything to a matter of practical value. And he can contribute to intellectually shaping and engineering society). It keeps everyone else in line with force.
Nothing says government like forcing people to do what they don’t want and fining them in the process.
