I don’t think giving incentives to business owners to let homeless people use their restrooms is going to do much good. Most of the time when the homeless are allowed to use public restrooms, they defecate on the floor and try to shower in the sink, creating a bigger mess. And as the articles states, most suffer from mental problems and drug abuse, so would not the better solution be to put them in a psychiatric facility or a rehabilitation center to actually help them out instead of just providing them access to bathrooms?
