All conveyed through a fucking letter.
While I agree them having broken up is stupid as hell, that is not the reason given in Double Exposure as for why they broke up and the developer who said it is literally an idiot.
The reason why is technically the exact opposite. Chloe wanted a true future with Max, but Max just couldn't put what happened to Arcadia Bay behind her, nor could she stop blaming herself for Chloe's mom dying, thinking Chloe blamed her for it.
So yeah, Max couldn't stop living in the past and Chloe wanted a future with her that she eventually realized would never happen which is why she broke up with her.
