He used mannequin parts and gardening pots to make these. That also looks like Spanish moss in the pots.
DIY Concrete Rocks with Eyes

Again, this DIY is not nearly as complicated as it looks. Buy a $1 bag of flat backed clear glass vase filler stones at The Dollar Store, paint, concrete, and zippers. Then place the your DIY Stone Eyes next to your DIY Concrete Smiling Stones.
DIY Smiling Concrete Stones
Invest in a $6 Denture Shape silicone ice mold and use it over and over again to make a small army of Smiling Concrete Stones to scatter around your garden, balcony, etc...
This DIY is not nearly as complicated as it looks. You make the teeth the concrete teeth and paint them with acrylic paint and use some gloss medium to make the gums look extra shiny and wet. Add the zipper, and pile on the concrete to make the stone. Of course there is more to it, but the tutorial is really detailed and you cant screw it up, and if you do? Your smiling stones will look even creepier.
