Two views of the "Effigy Bodies" which were worn by the effigy of Queen Elizabeth I at her funeral. The effigy sat in Westminster Abbey for nearly 300 years, and in 1994 renowned costume historian Janet Arnold studied the bodies and declared that they were contemporary to the 1603 effigy, rather than made at a later date, and that they were probably patterned after a pair actually worn by Elizabeth I. So yes, the 70-year-old queen did have that tiny waist.
