Both were evil, terrible people in history but Eli is trying to put that past her and become to the person she wants to be while Nero basks in her awful-ness and expects forgiveness despite making no efforts to redeem herself
Both are annoying, both want to praise and know themselves to be villains within history. But Eli endears herself to the audience as a character to root for because her characterization is the exact opposite of Neros: a person who tries.
