Fluff aside, I think mijin is not the smart type, she's hiding a lot of information that can help the persecutor solve the case and she insists on facing a serial killer on her own not the wisest decision
She did fail that civil servant exam 7 times.
Edited to add: in episode 13 we see little Mi Jin falling over while learning to ride a bike......... that has training wheels still attached.
So, you know. I like the character, but I think it's safe to say that book smarts are not her forte.
