Wall Street Journal, Chao failed to divest from Vulcan Materials Co., an asphalt company that relies on DOT funds, as required by her original ethics agreement. Over two years into her term as Secretary, she cashed out $400,000 of shares in the company. Secretary Chao’s failure to live up to the terms of her original ethics agreement raise conflict of interest concerns.
New York Times reported that the group, run by her father until last year, donated millions of dollars in gifts to both Chao and her husband Senator Mitch McConnell. Chao has also appeared in promotional events with her father in China, raising questions of ethics and industry influence.
Politico reported that Chao has given 1 out of 4 meetings with local officials to Kentucky constituents, who make up just 1.3% of the US population. Kentucky is the state that her husband, Mitch McConnell is the Senator of. Constituents and officials of other states complained about her lack of availability. This discrepancy in treatment raises questions about unethical favoritism.

“The Triumph of Injustice,” by economists Emmanuel Saez and Gabriel Zucman of the University of California at Berkeley, presents a first-of-its kind analysis of Americans’ effective tax rates since the 1960s. It finds that in 2018, the average effective tax rate paid by the richest 400 families in the country was 23 percent, a full percentage point lower than the 24.2 percent rate paid by the bottom half of American households.
“In 1980, by contrast, the 400 richest had an effective tax rate of 47 percent. In 1960, that rate was as high as 56 percent. The effective tax rate paid by the bottom 50 percent, by contrast, has changed little over time.”
The analysis differs from many other published estimates of tax burdens by encompassing the totality of taxes Americans pay: not just federal income taxes but also corporate taxes, as well as taxes paid at the state and local levels. It also includes the burden of about $250 billion of what Saez and Zucman call “indirect taxes,” such as licenses for motor vehicles and businesses.
The focus on the ultrarich is necessary, Saez and Zucman write, because those households control a disproportionate share of the nation’s wealth:
“The top 400 families have more wealth than the bottom 60 percent of households, while the top 0.1 percent own as much as the bottom 80 percent.”
The top 400 families are a “natural reference point,” Zucman says, because the IRS publishes information on the top 400 taxpayers as a group, and other sources, such as Forbes, track the fortunes of the 400 wealthiest Americans.

A former Trump campaign official who worked on the transition said "everybody knew" Cohen had taken on consulting work after the election. It was widespread practice among high-ranking Trump associates who did not go into the administration to provide consulting services after Trump won in November 2016, this person said, noting that Cohen was far from the only person to do so.
"You don't need access to (Trump). All you need is the perception of access to (Trump)," the former campaign official said.

A document released by Avenatti stated that "Essential received $200,000 in four separate payments of $50,000 in late 2017 and early 2018 from AT&T."
AT&T declined to comment on the total amount of the payments. But a source with knowledge of the matter said the total was actually higher than the $200,000 listed by Avenatti.
“But the timing of payments to a Trump lawyer is especially significant because of the AT&T-Time Warner deal.”
After a year-long review process, the DOJ sued to block the deal last November, saying it would violate antitrust law by harming competition and leading to an increase in prices paid by consumers.

The payments to Cohen stopped in December, according to AT&T. At the time, pre-trial status conferences were getting started.

A coalition of 17 states and the District of Columbia is suing the Trump administration for blocking greenhouse gas emissions standards for vehicles that aimed to reduce air pollution and curb U.S. drivers' contributions to the global climate crisis.
In what critics called an "indefensible and frankly embarrassing decision," last month U.S. Environmental Protection Agency (EPA) Administrator Scott Pruitt caved to automobile industry lobbyists' demands and announced that his agency is drafting relaxed manufacturing rules for vehicles made between 2022 and 2025.
"Enough is enough," California Attorney General Xavier Becerra said Tuesday. "The evidence is irrefutable: today's clean car standards are achievable, science-based, and a boon for hardworking American families. But the EPA and Administrator Scott Pruitt refuse to do their job and enforce these standards."
"This coalition represents approximately 43 percent of the new car sales market nationally and 44 percent of the U.S. population," the statement noted. States attorneys general or agencies from Connecticut, Delaware, Illinois, Iowa, Maine, Maryland, Massachusetts, Minnesota, New Jersey, New York, Oregon, Pennsylvania, Rhode Island, Vermont, Virginia, Washington and the District of Columbia have signed on to the lawsuit (pdf).

The Citizens for Responsibility and Ethics in Washington (CREW) filed a complaint to Senate Budget Committee Chairman Mike Enzi (R-Wyo.), ranking member Bernie Sanders (I-Vt.) and the Federal Reserve’s inspector general, Mark Bialek.
“His real estate dealings, and his apparent failure to come clean about them to the Senate, appear to be at odds with his legal and ethical requirements and run directly counter to the basic principles he is expected to uphold at the CFPB.”
CREW also says Mulvaney “violated his ethical obligations by taking complex, unusual and potentially dishonest steps to avoid paying debts his company owed related to the property at issue in the foreclosure.”
“Mr. Mulvaney’s complex commercial real estate interests create a heightened opportunity for conflicts of interest, and thus require stringent adherence to his disclosure and ethical obligations,” the complaint reads.
“Mr. Mulvaney, however, appears to have mischaracterized the foreclosure action and the nature of Fonville’s interest in the Lancaster property to the Senate during his nomination proceedings and to have taken extraordinary measures to avoid satisfying his company’s financial obligations to Fonville.”

US Trade Representative Robert Lighthizer spent more than $917,000 to furnish the two trade offices near the White House, according to contracts reviewed by The Post.
When asked about the spending spree, Lighthizer’s office pointed the finger at the Obama administration.
“The furniture purchases are the culmination of a longtime, planned project that began under the Obama Administration to replace two-decade-old furniture,” Lighthizer’s office said in a statement.
“But Obama-era reps say they didn’t sign off on any major remodeling plans.”
Scott Pruitt lived in an apartment connected to a lobbyist whose firm had multiple clients lobbying the EPA.
