Ooh, yay! Discussion time! Point, I'm finding that Jouno declining Fukuchi and Jouno agreeing to Fukuchi both perfect portrayals of a character that leans to be a shade darker than typically morally grey.
I barely have anything to add, Q-san (@ckjbun) already said pretty much everything. But let's weigh possibilities, based on both discussions.
Route #1: Jouno agrees. What does he benefit from the DoA? He'd get a more lenient space to enjoy toying with other people. Less need to hold back. In my opinion, even as an HD, he wouldn't go too far into his game (or at least, someone would stop him, like what Tecchou did this chapter) because façades are façades, and too much cruelty can ruin credibility. It's a D-Day for absolute destruction. But this is playing on the thought that Jouno is a sadist for the sake of being a sadist.
But say he had reasons, say that he didn't just do all of this for an unusual sense of pleasure, say that he might have some sense of principles when choosing who and what to torture.
Would joining the DoA concur with those "principles"?
Route #2: He declines. And gets turned into a vampire, but we're gonna ignore that for now. It would give us a big question, the same spinning in a lot of heads right now if he did, why? The DoA seems perfect for him. He's already nearly empathized with the Agency when they were in the DoA, what of finding out his dearly beloved Commander Fukuchi, leads the true culprits? What of his thoughts when he sees the complicated plan they all created for the sake of eliminating the Agency? What of being tricked and deceived by Fukuchi? (yes that was reaching, ik).
Another thing is, the DoA want something. Or 2/4 of them do, at least. Jouno...Jouno so far, iirc, hasn't shown desire for anything other than other people's suffering. Would he just follow through with the DoA's plans if it means he'll get to enjoy himself? Would he find that much elaboration and effort for a new taste of other's pain boring?
I gave more questions than answers, didn't I? Sorry! Anyway, the chances of him accepting and declining are constantly varying, because looking into Jouno's character we know...
...almost absolutely nothing.
Decorated Defender of Justice™ is actually a horrible individual who delights in the cruelty he inflicts on others?
That could be a magazine headline, sure, not an accurate summary of character.
Opinions aside, the DoA are on a win streak and it wouldn't be shocking at all if Jouno adds to the mix.
But personally? I want him to decline. Joining the DoA is permanent black paint, at least for me. He's far more interesting as a dark and elusive person whose personality betrays him entirely, and being morally ambiguous is his best asset. Plus, him saying no (and hopefully surviving it) would give us a wonderful chance to see what skeletons he keeps in his closet more clearly.
That's my take on it, what's are yours?
