Look, just because someone knows computers or has a degree in computers doesn’t mean he is a master of all things computers.
My dad is a computer genius with 20+ years of experience and a degree under his belt.
That being said, he is rubbish with some software that I am good at (and I have the minimum computer literacy).
Why? - because he has never had to use it.
We know Felicity builds tech (as she has for the team). We know she can get around firewalls and can code her way out of every corner.
That being said, being a certified genius doesn’t mean that said genius knows everything.
But yeah, alright, suppose she knows how to clean an audio file. Do you think that between her CEO duties, Team Arrow work, Oliver’s mayoral campaign, looking for her suddenly alive and out of her mind friend (Sara) and also worrying about Thea… Do you think Felicity would have the time to deal with a an audio recording?
That’s a low priority for her at the moment. So you know what she does? - she gives it to Curtis
There is absolutely nothing wrong for people to seek help on whatever it is they need help with.
Felicity can make tech, but an inventor she is not - hence why she hired Curtis. Curtis also knows about her involvement with the Team so he’s unlikely to ask questions. He’ someone she can trust.
Ray Palmer was a B-storyline in this episode. Felicity was too busy being involved in the A-story to deal with him.
