Good question... usually we are attracted to our Ascendant's opposite sign! I haven't seen many couples or worked on many synastry readings with this type of pairing.

A possible explanation can be found in the house placements.

For a Libra Rising, the Scorpio AS person falls into their 2nd house. They deeply care about their partner. They feel like they have gained something of extreme (Scorpio) value (2nd house). Depending on the rest of the chart, they can view their Scorpio AS partner as a prized possession in a way. They're definitely attached to them.

For a Scorpio Rising, the Libra AS person embodies what the Scorpio person secretely desires to be. Scorpio Risings have Libra in the 12th house. Unconsciously, they desire to be light and flirtatious. They want to connect, to make friends, to be social butterflies. They also crave emotional peace and balance in their lives. But their deep awareness of the world creates challenges for them to open up and act like that. So the Libra AS could reflect their dream self in a way.

Scorpio Rising: This year, you have to focus on yourself and on understanding who you are at the core; this study might bring a lot of raw emotions to the surface.

Gemini Sun in the 8th house: It goes with the theme of the Scorpio rising; the Sun is lighting up your 8th house of intimacy, endings, and transformations. You'll have to learn to relinquish your power and be completely vulnerable.
