Do you think the major cities have plumbing? Like. Toilets. The fountains you can easily wave off as being water crystal powered or whatever I hardly think it’s indicative necessarily as concrete plumbing evidence
Ishgard at least confirmed does NOT have indoor plumbing, at least for toilets. There's an NPC that you can catch simping for Artoirel where, if you confront her, she makes the excuse she's on her way to visit the latrine.
So at least 1 city state confirmed DOESN'T.
As for Ul'dah, I just always assumed those tunnels you escape through are a sewer.
oh I thought an evening constitutional was just a Walk in the Evening XD For improved blood flow and the like- but I’d also believe they didn’t have indoor plumbing, being built on their weird Edge Of A Cliff situation, where their front is basically facing a sheer drop. (Or their back? Idk.)
Though those underground tunnels being a sewer makes a lot of sense 🤔
