This one's tough. From what I've heard, Morticia's better at actually BEING a mom, but Nani's circumstances are far, far, FAR harder, and she's gone above and beyond (especially once you, yourself get to be 19, and you realize that WOW, she may technically be an adult, but she wasn't that old when she and Lilo were orphaned and she took custody of Lilo.
I think that even if we're factoring in a bonus for "trying their best given the circumstances", Morticia still takes it, to be honest.
Nami is the only one there for Lilo and probably feels a sense of obligation. No slight on her, just that "Either I take care of this kid or the State does." isn't much choice at all. Meanwhile, Morticia gets directly involved in her children's lives when she very much doesn't have to.
She's a member of a rich family. They have a butler. There are other relatives in the household. Despite that, she's never depended on money of family to take care of maternal duties for her. She could ship Pugsley and Wendsday off to boarding school. She could be gone with Gomez all the time traveling the world. Instead, she is a hands-on parent and stay at home mom. She could be anywhere, doing anything, but she makes herself available for her kids.
